232 <br /> <br />Board adopted the following guidelines establishing the Emergency Medical <br />Services Council and asked that staff bring back names for those representatives <br />to the Council that are not absolute in the guidelines. <br /> <br />EMERGENCY MEDICAL SERVICES <br /> <br />STUDY COUNCIL <br /> <br />PURPOSg: To review current EMS Services and method of delivery and make <br />recommendations on how they might be improved or modified to best meet the needs <br />of the citizens of Cabarrus County. The Board of Commissioners will establish a <br />date by which recommendations should be completed. <br /> <br />MEMBERSHIP: Members of the EMS study Council shall consist of, but not be <br />limited to, the following parties: <br /> <br />Board of Commissioners <br />County Manager's Office <br />First Responder's Advisory Board President <br />Emergency Management Department <br />EMS Medical Director <br />Fire Chief's Association President <br />County Sheriff's Department <br />One Representative from each EMS District <br />County Emergency Medical Services Director <br />Concord Fire Chief <br />Kannapolis Fire Chief <br /> <br />OFFICERS: The Council shall appoint from among its members a Chairman, Vice <br />Chairman and Secretary. Duties of the officers shall be as follows: <br /> <br />The Chairman shall preside at all meetings of the Study Council and <br />shall exercise all rights and functions usually prescribed for his <br />office. <br /> <br />The Vice-Chairman shall, in the case of the absence of the Chairman, <br />perform all duties of the Chairman. <br /> <br />The Secretary shall cause the minutes of the Study Council meetings <br />to be kept and shall report on them upon request. <br /> <br />MEETINGS: Meetings of the EMS Study Council shall be called by the Chairman on <br />an as-needed basis. <br /> <br />County Legislative Goals <br /> <br /> The Board again discussed the County Legislative Goals package as included <br />in the agenda. The Board by consensus clarified that the request approved on <br />March 3 to modify the prohibition for centerfire rifles for deer hunting was <br />county-wide. In response to Commissioner Casper's questions regarding a public <br />hearing on this matter, Vice-Chairman Payne asked that anyone with concerns about <br />the modifications to contact Commissioner Casper or Mr. Hartsell. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Casper and Vice-Chairman Payne voting for, the <br />Board approved the following items to be included in the Statewide Legislation <br />section of the County's Legislative Goals Package. <br /> <br />Law Enforcement <br />a. Oppose State shift of sentenced criminals to County. <br />b. Raise Civil Process Fees. <br />c. Raise Jail Fees. <br /> <br />Revenue & Taxes <br />a. Register of Deeds <br />b. Register of Deeds <br /> <br />Raise Birth Certificates from $3 to $5 <br />Raise Marriage Certificates from $3 to <br /> $5 <br /> <br /> <br />
