Provided that financing is available, the <br />current schedule calls for construction to begin on November 1, 1993 with the <br />start up of plant operation on October 1, 1994. Mr. Waldroup reported that an <br />additional $55,000.00 is needed for Fiscal Year 1993-94 in order to complete the <br />design/permitting work which will total approximately $371,564.00. He estimated <br />the construction costs, including land and contingency, for the line work and <br />plant at $2,464,800.00. <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., advised the Board <br />that there are pending property issues that must be resolved before the design <br />work for the project can be completed. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Casper and Vice-Chairman Payne voting for, the <br />Board authorized the County Attorney to send appropriate notices to landowners <br />in the Muddy Creek Wastewater Treatment Plant project area to permit access to <br />their property to do testing, including potentially destructive testing. The <br />Board further set a cap of $5,000.00 as the maximum cost to the County relative <br />to these property matters. <br /> <br /> Commissioner Barnhart and Vice-Chairman Payne will meet with Mr. Waldroup <br />and Mr. Watson to discuss any additional problems regarding the Muddy Creek <br />Wastewater Treatment Plant. <br /> <br />Bid Award - Patient Management Information System for the Cabarrus County Health <br />Department - Mr. Rick Russell <br /> <br /> Mr. Rick Russell, Management Information System Director, reported that Q. <br />s., Incorporated was the only vendor to submit a bid for the Patient Management <br />Information System for the Health Department. The bid included the applications <br />software as well as the IBM AS 400 and 10 terminals at a total cost of <br />$79,348.68. He pointed out that there are state mandated requirements that the <br />Health Department automate certain information by June 30, 1993. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Vice-Chairman Payne voting for, the <br />Board, over objections to State mandated programs, awarded the bid for the <br />Patient Management Information System for the Health Department to Q. S., <br />Incorporated at a total cost of $79,348.68. <br /> <br /> <br />
