236 <br /> <br />Board of Equalization and Review - Appointments (5) and Adoption of Resolution <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper with <br />Commissioners Barnhart, Casper and Fennel and Vice-Chairman Payne voting for, the <br />Board reappointed Messrs. Tyrone Harward, Richard Roberts, and Charlie Sehorn and <br />appointed Messrs. A. E. "Pete" Partridge and Charles "Chip" Furr to the Board of <br />Equalization and Review for three-year terms ending March 31, 1996. <br /> <br /> UPON MOTION of Vice-Chairman Payne, seconded by Commissioner Fennel with <br />Vice-Chairman Payne and Commissioners Fennel, Barnhart and Casper voting for, the <br />Board approved an exception to the County's Appointment Policy for the Board of <br />Equalization and Review appointments due to the experience of the current members <br />and the need for continuity on that Board as the County prepares for the next <br />revaluation effective January 1, 1995. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Vice-Chairman Payne voting for, the <br />Board adopted the following resolution. <br /> <br />RESOLUTION <br /> <br /> BE IT RESOLVED by the Board of Commissioners of Cabarrus <br />County that five (5) persons, all of fine character and all <br />residents of Cabarrus County, have been appointed to a Special Board <br />of Equalization and Review effective April 1, 1993, under the <br />applicable provisions of, and with the duties and powers prescribed <br />by, North Carolina General Statute §§105-312 and 105-322. This <br />Board shall serve until their successors have been appointed, with <br />the filling of any term vacancy to be made by the Board of <br />Commissioners. It is desired that the members familiarize <br />themselves with the appraisal process for the valuation of property <br />in Cabarrus County and, to that. end, they are requested to accompany <br />appraisers at such times that are convenient with each member of the <br />Board. The Board of Commissioners shall fix the compensation and <br />allowances to be paid each member for this services and expenses. <br />This Resolution shall not be construed as inconsistent with any <br />prior Resolution regarding Boards of Equalization and Review but <br />merely will supplement and reiterate any such Resolution. <br /> <br />Request by the Davidson County Board of Commissioners for Resolution of Support <br />for their Efforts to Amend Annexation Law <br /> <br /> The Board received the request by the Davidson County Board of <br />Commissioners to support their efforts to amend Chapter 160A of the General <br />Statutes to repeal the power of involuntary annexation over unincorporated areas <br />of counties in favor of voluntary annexation.
