237 <br /> <br />Animal Control Ordinance <br /> <br />Program <br /> <br />Request to Postpone Implementation of Licensin~ <br /> <br /> The Board received the request from Dr. William F. Pilkington, Health <br />Director, to postpone the licensure of cats and dogs from April 1 until July 1, <br />1993. He indicated that there would be considerable confusion about which dogs <br />and cats must be licensed since the City of Concord has not yet adopted the <br />County Ordinance. Also, he noted that Animal Control has not yet acquired the <br />computer equipment to properly automate the licensure process. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Barnhart with <br />Commissioners Casper and Barnhart and Vice-Chairman Payne voting for and <br />Commissioner Fennel voting against, the Board voted to postpone the <br />implementation of the licensing of dogs and cats as required by the Animal <br />Control Ordinance until July 1, 1993. <br /> <br />Executive Session - Personnel <br /> <br /> Vice-Chairman Payne postponed the Executive Session to discuss a personnel <br />matter until the next meeting. <br /> <br />Request by the Gaston County Board of Commissioners for Resolution of Support for <br />their Efforts in Opposition to Federally Mandated Programs and/or Services, <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart, and Casper and Vice-Chairman Payne voting for, <br />the Board adopted the following Resolution. <br /> <br />RESOLUTION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the United States Congress has mandated local programs and/or <br />services without providing adequate funding for these programs and <br />services; and <br />the use of local tax dollars to fund these mandated programs <br />severely limits the ability of local governments to provide other <br />needed services, infrastructure and capital needs for its citizens; <br />and <br />the Gaston County Board of Commissioners has adopted resolutions <br />opposing federally mandated local programs and allocating last <br />year's portion of newly mandated funding of its Social Services <br />budget to the Gaston County Schools and Gaston College; and <br />the Gaston County Board of Commissioners has further taken a stance <br />to freeze federally mandated programs at last year's funding levels <br />due to the inability of local governments to afford to fund the <br />mandated increases. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />does hereby support the Gaston County Board of Commissioners in its opposition <br />to legislation which mandates local programs and/or services without providing <br />adequate funding for said programs and services. <br /> <br />BE IT FURTHER RESOLVED that the Cabarrus County Board of Commissioners will take <br />a stance in the upcoming 1993-94 budget discussions to freeze federally mandated <br />programs at last year's funding levels due to the County's inability to afford <br />to fund the mandated increases. <br /> <br />BE IT FURTHER RESOLVED that copies of this resolution shall be forwarded to <br />members of the North Carolina Congressional delegation and to our local <br />delegation to the North Carolina General Assembly. <br /> <br />Adopted this the 15th day of March, 1993. <br /> <br /> /s/ Carolyn B.
