256 <br /> <br />Elimination of Tax Discount <br /> <br /> The Board received the recommendation from Mr. Blair Bennett, Finance <br />Director, to eliminate the discount of two percent (2%) for property taxes paid <br />in July and one and one-half percent (1 1/2%) for property taxes paid in August. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the elimination of the tax discount <br />effective July 1, 1993. <br /> <br />Appointment - Water and Sewer Authority Board of Directors (1) <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board reappointed Mr. Evander Rowell to the Water and <br />Sewer Authority Board of Directors for a three-year term ending in June, 1996. <br /> <br />Contract Renewal for Indirect Cost Allocation Plan <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board awarded the contract for the preparation of the <br />Indirect Cost Allocation Plan for Fiscal Years 1993, 1994, 1995 to David M. <br />Griffith and Associates at a cost of $10,000.00 per year. <br /> <br />Executive Session - Personnel <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board deferred the Executive Session to discuss a <br />personnel matter until the next meeting on April 19, 1993. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting of the Board of Commissioners until <br />the conclusion of the meeting of the Water and Sewer District. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />Proclamation- Nutrition Program <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution which had also <br />been adopted by the Region F Aging Advisory Council. <br /> <br />RESOLUTION <br /> <br />WHEREAS, according to the 1990 Census there are over 181,935 <br />older adults in Region F; and <br /> WHEREAS, only 6,969 older adults received Congregate Meal <br />services and Home Delivered Meal services for Fiscal Year 1992; and <br /> WHEREAS, numerous studies document the critical importance of <br />good nutritional meals for the physical, mental, and overall well- <br />being of older adults; and <br /> WHEREAS, there was $1,176,472 available for nutrition services <br />from the Older Americans Act in Fiscal Year 1992 in Region F and <br />there was only $1,108,531 from the Older Americans Act available for <br />Fiscal Year 1993; and <br /> WHEREAS, consumer prices jumped 20% nationally during the past <br />five years; and <br /> WHEREAS, providing good nutritional care is a very cost- <br />effective method of reducing the potential for high cost health <br />care; now, therefore, <br /> BE IT RESOLVED that the Gabarrus Gounty Board of Gommissioners <br />proclaims the need for increased federal funding in the Older <br />Americans Act for the Congregate Meal and Home Delivered Meal <br />Program as a cost effective and efficient means of enhancing quality <br />of life and reducing the potential for costly medical care for the <br />older adults of Region F, North Carolina and the Nation. <br /> <br />THIS THE 5th DAY OF APRIL, 1993. <br /> <br /> <br />
