247 <br /> <br />WHEREAS, <br /> <br /> · More than 20,000 feet of sanitary sewer; <br /> · More~than 25,000 feet of water lines; <br /> · The rehabilitation of some 148 homes; <br /> · The demolition of some 16 vacant, dilapidated <br /> structures; <br /> · Water lines for Whitley Manufacturing, thus <br /> retaining a business of 40 employees; <br /> · The paving of four dirt streets; and <br /> Governor James B. Hunt, Jr., has designated the week of <br /> April 5-11, 1993 to pay special tribute to the <br /> contributions that the Community Development Block Grant <br /> Program has made in North Carolina. <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners hereby proclaims the week of April 5 11, 1993 as <br />"National Community Development Block Grant Week" in Cabarrus <br />County, and urges all citizens to join us in recognizing the <br />importance of the Community Development Block Grant Program to our <br />County, State and the nation. <br /> <br />This the 5th day of April, 1993. <br /> <br /> /s/ Carolyn B. Carpenter, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />HOME Investment Partnership Program <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper and Barnhart and Chairman Carpenter voting for and <br />Commissioners Fennel and Payne voting against, the Board added the HOME <br />Investment Partnership Program to the agenda as requested by Mr. Bob Stark. <br /> <br /> Mr. Stark explained the HOME Investment Partnership Program provides funds <br />to assist in making improvements to homes owned by the elderly and handicapped. <br />He stated that the HOME grant requires a 25 percent County match, or $50,000.00 <br />in County funds for a grant in the amount of $200,000.00. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board directed that the HOME Program grant application <br />be placed on the agenda for the April 19th meeting of the Board. <br /> <br />Community Development Block Grant Program - Setting a Public Hearing <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board set the second public hearing for the 1993 <br />Community Development Block Grant program application at 9:30 A.M. on Monday, May <br />3, 1993. <br /> <br />PHILIP MORRIS TAX DISPUTE <br /> <br /> Mr. Hartsell briefly discussed the attorney/client relationship and stated <br />the Board would need to formally release him to discuss matters concerning the <br />Philip Morris tax issue in open session. The Board discussed this matter at <br />various times throughout the meeting, but took no action. <br /> <br />Request to Discuss and Ask Questions about the Philip Morris Tax Dispute - Mr, <br />Kenneth Ollo <br /> <br /> Mr. Kenneth Ollo, who had requested to placed on the agenda, asked that he <br />be allowed to address the Board after the release of a memorandum from the County <br />Manager scheduled on this date. <br /> <br />Release of Memorandum Dated April 5, 1993 from 3chh V, Witherspoon <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and <br />unanimously carried, the Board authorized the release of the following memorandum <br />dated April 5 from the County Manager.
