246 <br /> <br />CABARRUS COUNTY UTILITY DEPARTMENT <br />WATER CONNECTION CHARGES <br /> FOR THE <br /> HOWELL CENTER CDBG WATER LINES <br /> <br /> WHEREAS, the County of Cabarrus seeks to provide fire protection and <br />potable water to all County businesses and citizens; and <br /> WHEREAS, the County of Cabarrus seeks to leverage public and private monies <br />to the maximum feasible extent; and <br /> WHEREAS, the County of Gabarrus has applied for funding for the <br />installation of a water system to the Howell Center off Hwy 24-27 in Midland <br />using Community Development Block Grant funds; and <br /> WHEREAS, the funding source, the North Carolina Commerce Finance Center <br />requires a recapture plan of the grant monies from connections to the water <br />lines; <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the County <br />of Cabarrus, North Carolina, that: <br /> Section I. The following water connection charges are in effect for any <br />connection to the Howell CDBG water line for those properties that have not <br />participated in the cost of the construction of this line: <br /> <br />SERVICE TAP CDBG ADD-ON SECURITY <br />3/4" meter $ 750.00 $250.00 $ 50.00 <br />1" meter 850.00 250.00 50.00 <br />2" meter 2,200.00 500.00 100.00 <br />4" meter 4,700.00 500.00 100.00 <br />6" meter cost + 10% 1000.00 100.00 <br />Fire Line cost + 10% 500.00 100.00 <br /> <br />SET-UP FEE <br /> <br />$25 O0 <br /> 25 00 <br /> 25 00 <br /> 25 O0 <br /> 25 00 <br /> 25 O0 <br /> <br /> Section II. The Cabarrus County Utility Department will collect the above- <br />mentioned GDBG add-on charges and will submit this income quarterly to the <br />Economic Development Fund balances as specified by the North Carolina Commerce <br />Finance Center. <br /> Section III. Ail development directly or indirectly served by this CDBG <br />waterline, shall be subject to these terms. <br /> Section IV. The CDBG add-on charge shall increase by 10% per year until <br />1998. <br /> Section V. These add-on charges shall be in effect for five (5) years from <br />the date the Howell Center is cut-on unless the total amount collected shall <br />equal the amount of the grant. Carpenter <br /> CHAIRMAN <br /> <br />Proclamation - Community Development Block Grant Week <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />NATIONAL COMMUNITY DEVELOPMENT BLOCK GRANT WEEK <br />PROCLAMATION <br /> April 5 11, 1993 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the Community Development Block Grant Program has <br />operated since 1975 to provide local governments with <br />the resources to develop viable communities by funding <br />activities that principally benefit low- and moderate- <br />income persons; and <br />since 1982, Community Development Block Grant funds have <br />been used to rehabilitate over 14,000 houses, install <br />over 293 miles of water and sewer lines and pave over 75 <br />miles of street throughout the State of North Carolina; <br />and <br />in Cabarrus County, Community Development Block Grant <br />funds have been used to assist in funding: <br /> <br /> <br />
