258 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 19, 1993, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Arne L. Fennel <br /> Absent Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. She reported <br />that Commissioner Casper was out-of-town at a conference. <br /> <br /> The Presentation of Colors ceremony was pre~ented by Cub Scout Pack 264 of <br />Center United Methodist Church. Scouts participating were Marcus Herman, Justin <br />Cline, and Jamie Blackwelder. <br /> <br />The invocation was given by Major Samuel Bivans of the Salvation Army. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Fennel and Payne and Chairman Carpenter voting for, the <br />minutes of April 5, 1993 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Selection of the 1993 Community Development Block Grant (CDBG) Application <br />Project <br /> <br /> Mr. Bob Stark, Consultant, reviewed the two Community Development Block <br />Grant application options for 1993. The Troutman Road area included a small <br />community of some 30 residences in need of water as well as home and street <br />improvements. The Midland area included some 40 homes, a majority in need of <br />housing rehabilitation and sewer services. The County match would total <br />approximately $150,000.00 for the Troutman Road project and approximately <br />$250,000.00 for the Midland area project. Mr. Stark recommended that the Midland <br />area be selected as the 1993 project as he stated it would gain customers for the <br />Muddy Creek Wastewater Treatment Plant which is a high priority project by the <br />County. In conclusion, he stated that the local option (15 percent of the total <br />grant) would be used for sewer in the Charlie Walker Road (Fishertown) area. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne with <br />Commissioners Fennel, Payne, and Barnhart and Chairman Carpenter voting for, the <br />Board agreed to move ahead with the preparation of the Community Development <br />Block Grant application for the Midland area with the County match of <br />approximately $250,000.00 to be funded over a period of two years, FY1993-94 and <br />FY 1994-95. <br /> <br />Participation in the 1993 HOME Investment Partnership Program <br /> <br /> Mr. Bob Stark explained the HOME Program which provides funding to assist <br />elderly or handicapped homeowners with home repairs. He proposed a 1993 project <br />application in the amount of $200,000.00 with a local match of $50,000.00 to <br />provide funding to repair 15 to 20 homes. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board declined participation in the HOME Investment Partnership Program for 1993. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Road Petition - Addition to State System <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Fennel and Payne and Chairman Carpenter voting for, the <br />Board approved the addition of Branch Street to the state secondary road system. <br /> <br /> <br />
