259 <br /> <br />NEW BUSINESS <br /> <br />Cabarrus County Repainting/Vinyl Siding Policy - Gateway 73 CDBG Program <br /> <br /> Mr. Bob Stark reviewed the proposed Repainting/Vinyl Siding Policy for the <br />Gateway 73 Community Development Block Grant (CDBG) Project. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Fennel with <br />Chairman Carpenter and Commissioners Fennel, Barnhart and Payne voting for, the <br />Board adopted the following policy. <br /> <br />CABARRUS COUNTY <br />REPAINTING/VINYL SIDING POLICY <br />Gateway 73 CDBG Program <br /> <br />Within the Gateway 73 CDBG program, homes will be repainted if the <br />existing painting is chipping, flaking, and/or fading. In the event <br />the owner of the home wishes for the home to be vinyl sided instead <br />of painted, the CDBG program will pay the amount that the contractor <br />stipulated on the work write up for repainting the exterior and the <br />owner will be responsible for the remaining costs. The owner will <br />deposit their share of the cost with the County prior to the <br />installation of the vinyl siding. <br /> <br />This the 19th day of April, 1993. <br /> <br /> /s/ Carolyn B. Bonds, Clerk to the Board <br /> <br />Unfunded Mandated Programs - Resolution Request from Mr. Leroy Pittman, Chairman <br />of the Union County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Fennel and Payne and Chairman Carpenter voting for, the <br />Board adopted the following Resolution. <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> RESOLUTION <br /> <br /> WHEREAS, Cabarrus County is a political subdivision of North <br />Carolina which is dedicated to the principles of accountability and <br />good government; <br /> WHEREAS, in recent years there has been an alarming increase <br />in the number of state and federally mandated services and <br />regulatory programs imposed on county governments; <br /> WHEREAS, these mandates have come without respective funding <br />to administer and support these required services and programs; <br /> WHEREAS, fulfilling these programs has had a detrimental <br />impact on the financial resources of local governments; <br /> WHEREAS, these mandates effectively levy a state imposed <br />property tax within counties; <br /> WHEREAS, the unfunded portion of mandated costs often exceed <br />a county's entire annual property tax levy revenue; <br /> WHEREAS, House Bill 233 and 234 have been introduced in the <br />North Carolina House of Representatives in order to bar state <br />mandated services and programs without the provision of full funding <br />to pay for the implementation; <br /> WHEREAS, H. R. 140, H. R. 1295, and H. R. 886 have been <br />introduced into the United States Congress which would give local <br />governments relief from unfunded and omnivorous federal mandates: <br /> WHEREAS, Gaston County, N. C. is currently attempting to <br />procure fiscal relief from unfunded state mandates. <br /> NOW, THEREFORE BE IT RESOLVED by the Cabarrus County Board of <br />Commissioners as follows: <br /> <br /> <br />
