269 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 3, 1993, at 9:00 A.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: Kenneth F. Payne <br /> Sue B. Casper <br /> Arne L. Fennel <br />Absent - Commissioner: Jeffrey L. Barnhart <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Carpenter called the meeting to order at 9:00 A.M. Commissioner <br />Fennel announced that Commissioner Barnhart was absent due to illness. <br /> <br /> Mr. Wendell Smith of Post 51, American Legion, and Miss Meg Gardner, fourth <br />grade student at Odell Elementary School, led the Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Merrill Perkins of the Forest Hill <br />United Methodist Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter with <br />Commissioners Fennel, Payne and Casper and Chairman Carpenter voting for, the <br />minutes of April 19, 1993 were approved as written. <br /> <br />Presentation by the Odell School Fourth Graders - Group 1 <br /> <br /> A group of fourth grade students from Odell Elementary School were present <br />for a portion of the meeting. The students sang the poem "Government" by Madge <br />McKinnon Patton. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public Health <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne, Casper and Fennel and Chairman Carpenter voting for, the <br />Board approved the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $10,088.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Receipt of State WIC money to fund WIC's portion of <br /> computerization of health department. <br /> <br /> Present Approved Revised <br />Account No Budget Increase Decrease Budget <br /> <br />58-80-301 $ 960.00 $ 657.00 $1,617.00 <br />Office Supplies <br />58-80-420 1,102.00 598.00 1,700.00 <br />Telephone <br />58-80-860 .00 8,833.00 8,833.00 <br />Equipment & Furniture <br /> <br />Addition to Agenda <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne with <br />Chairman Carpenter and Commissioners Payne, Casper and Fennel voting for, the <br />Board agreed to add a Resolution relative to the establishment of a Fiscal Trends <br />Study Commission to the agenda. <br /> <br /> <br />
