She sent get well wishes to Mr. Creason. <br /> <br />NEW BUSINESS <br /> <br />FY '94 Home and Community Care Block Grant Aging Funding Plan A. Presentation of Plan - Sue Archer and Agency Representatives <br /> B. Public Hearing - 9:15 A.M. <br /> <br /> Due to the hospitalization of Ms. Sue Archer of the Centralina Council of <br />Governments, Ms. Eleanor Koski, Director of Aging, presented the proposed FY <br />Home and Community Care Block Grant Aging Funding Plan. She explained that the <br />grant is the primary funding source along with the County match for services for <br />older adults in Cabarrus County. Also, Ms. <br />Koski and Ms. Sharon Ritchie, Nutrition Program Coordinator, explained that <br />increased transportation costs had required a reduction in the number of units <br />of service which could be provided. Commissioner Casper asked for information <br />to share with the Board relative to the transportation services provided during <br />the past year to older adults. <br /> <br /> Ms. Anna Harrelson, Social Work Supervisor with the Department of Social <br />Services, reported that the block grant had enabled the Department to serve nine <br />clients at an average of 51 hours per month during the past year. The in-home <br />aide services provided to these clients included meal preparation, light <br />housekeeping, laundry and assistance with personal care. Ms. Harrelson noted <br />there is a lengthy waiting list for the in-home services. She also pointed out <br />that these services help to keep persons out of nursing homes. <br /> <br /> Ms. Susan Duncan, Program Coordinator with the LIFE Center, explained that <br />the LIFE Center is a therapeutic program designed to mentally and physically <br />stimulate adults over the age of 55 who are in need of supervision or daily care <br />outside the home. She reported that the block grant during the past year had <br />allowed 21 persons to attend the Center. Also, Ms. Duncan stated the LIFE Center <br />at a cost of $450.00 per month provides a cost effective measure against early <br />institutionalization. <br /> <br /> Chairman Carpenter opened the public hearing on the proposed FY' 94 Home <br />and Community Care Block Grant Funding Plan and asked if any one would like to <br />speak regarding the proposed Plan. <br /> <br /> Ms. Jessie Bush was present for the hearing. Ms. Harrelson informed the <br />Board that Ms. Bush is visually handicapped and that an in-home aide visits her <br />on a daily basis. <br /> <br /> Ms. Addle Stancil stated she is in poor health and that an in-home service <br />aide visits her home daily to assist with meal preparation and housekeeping <br />chores. She also reported that her husband attends a meal site on a daily <br />basis. <br /> <br /> <br />
