272 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper with <br />Commissioners Fennel, Casper and Payne and Chairman Carpenter voting for, the <br />Board authorized the Chairman to execute the necessary documents for the <br />submission of the 1993 Community Development Block Grant Application for the <br />Midland Revitalization project as presented by Mr. Bob Stark. <br /> <br />Request for Funding of the "Welcome to Cabarrus County" Signs <br /> <br /> Commissioner Fennel asked that the request by the Tourism Authority for <br />funding of the signs be tabled at this time. He stated this matter will be <br />considered during the upcoming budget process for the Authority and the County. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne, Casper and Fennel and Chairman Carpenter voting for, the <br />Board moved to table the request for funding of the "Welcome to Cabarrus County" <br />signs until such time as Commissioner Fennel brings the matter back up. <br /> <br />Executive Session - Personnel <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Fennel with <br />Chairman Carpenter and Commissioners Fennel, Payne and Casper voting for, the <br />Board tabled the Executive Session for personnel until the next meeting. <br /> <br />Request to be Excused from Meeting- Commissioner Fennel <br /> <br /> At 10:45 A.M., Commissioner Fennel asked to be excused from the meeting due <br />to work commitments. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper, Payne and Fennel voting for, the <br />Board voted to excuse Commissioner Fennel from the meeting. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />Budget Amendment - Transportation Planning <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspections, <br />reviewed the proposed budget amendment to provide funding for temporary employees <br />to conduct a windshield survey of land use in the county.
