288 <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Mr. Sherrill Laney of 6177 Miller Road in Kannapolts addressed the Board <br />regarding the proposed school bond issue of approximately $82 million and the <br />funding of other infrastructure needs in the county. He suggested that the Board <br />consider the following: 1) That new site built homes be assessed $5,000.00 per <br />bedroom; 2)That new manufactured homes be assessed $2,500.00 per bedroom; 3) That <br />resale properties be assessed $1,500.00 per bedroom; 4) That owner-occupied units <br />be exempt if the new owner-occupants are over 55 years of age; 5) That these <br />"Infrastructure Development Fees" be set aside in a special fund and not be co- <br />mingled with other general revenues. <br /> <br /> Commissioner Barnhart and Mr. Witherspoon explained that North Carolina <br />laws strictly regulate the imposition of impact fees. <br /> <br /> There was no one else present to address the Board, and Chairman Carpenter <br />closed the Informal Public Comments section of the meeting. <br /> <br />Community Development Block Grant - Howell Center Sewer Grant Acceptance <br /> <br /> Mr. Gerald A. Newton, Director of Planning, Zoning and Building <br />Inspections, reported that Cabarrus County had received two of the twelve <br />economic development grants awarded by the North Carolina Commerce Finance <br />Center. These grant funds included $216,247.00 for the Howell Child Care Center <br />sewer project and an original award of $405,000.00 for the Whitley Manufacturing <br />water project. However, the State has reduced the Whitley project grant by <br />$80,997.00 due to the extremely low project bids and efforts by the State to find <br />funding for the Howell project. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the following action relative to the <br />Community Development Block Grant (CDBG) Economic Development projects, Whitley <br />Manufacturing and Howell Child Care Center, Inc., and authorized Chairman <br />Carpenter to execute the appropriate CDBG documents on behalf of Cabarrus County. <br /> <br />(1) <br /> <br />Accepted reduction of $80,997.00 in CDBG funds awarded the Whitley <br />Manufacturing Project and adopted the following Grant Project <br /> Ordinance. <br /> GRANT PROJECT ORDINANCE <br /> <br />BE IT ORDAINED by the CABARRUS COUNTY BOARD OF COUNTY COMMISSIONERS, <br />that pursuant to Section 13.2 of Chapter 159 of the General Statutes <br />of North Carolina, the following grant project ordinance is hereby <br />adopted: <br /> <br />Section 1. The project authorized is the Community Development <br />project described in the work statement contained in the grant <br />agreement 92-E-0006, between this unit and the Department of <br />Economic and Community Development Commerce Finance Center. This <br />project is more familiarly known as the Whitley Manufacturing <br />Company CDBG Project. <br /> <br />Section 2. The officers of this unit are hereby directed to proceed <br />with the grant project within the terms of the grant document(s), <br />the rules and regulations of the Department of Economic and <br />Community Development Commerce Finance Center, and the budget <br />contained herein. <br /> <br />Section 3. The following revenues are anticipated to be available to <br />complete this project: <br /> <br />Community Development Grant ............ $324,003.00 <br />County Contribution .................... $265,900.00 <br /> <br />Section 4. The following amounts are appropriated for the project: <br /> <br /> <br />
