The finance officer is hereby directed to maintain within t~.e Grant Project Fund sufficient detailed accounting records to provide the accounting to the grantor agency required by the grant agreement(s) and federal and state regulations. Section 6. Requests for funds should be made to the grantor agency in an orderly and timely manner as funds are obligated and expenses incurred. Section 7. The finance officer is directed to report quarterly on the financial status of each project element in Section 4 and on the total grant revenues received to this board. Section 8. The budget officer is directed to include a detailed analYSiS of past and future costs and revenues on this grant project in every budget submission made to this board. Section 9. Copies of this grant project ordinance shall be made available to the budget officer and the finance officer for direction in carrying out this project. Project: (1) the "North Carolina Department of Commerce Grant Agreement, Community Development Block Grant Program, Economic Development", and (2) the "North Carolina Department of Commerce Funding Approval, Small Cities Community Development Block Grant Program" for CDBG funds (ECD Grant No. 92-E-OO12A) in the amount of $216,247.00. (4) Adoptedand authorized the Chairman to execute the Signatory Forms showing the following signatures: Blair D. Bennett, Finance Director; Pam S. Dubois, Accounting Manager; Cathie Straub, Operations Supervisor; and Alison A. Farrell, Accountant II. (5) Amend the County's assessment policy previously adopted to charge $500.00 per lot as well as per acre. Policy as amended is as follows. CABARRUS COUNTY UTILITY DEPARTMENT SEWER CONNECTION CHARGES FOR THE HOWELL CENTER CDBG SEWER LINES WHEREAS, the County of Cabarrus seeks to provide sanitary sewer to all County citizens and businesses, and WHEREAS, the County of Cabarrus has applied for funding for the installation of a sewer system to serve the Howell Center off ~Hwy 24-27 in Midland using Community Development block Grant funds, and WHEREAS, the funding source, the North Carolina Commerce Finance Center requires a recapture plan of grant monies from connections to the sewer lines;
