291 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners <br />of the County of Cabarrus, that: <br /> Section I: Future users connecting to the sewer extension <br />funded through the CDBG-ED who have not participated financially in <br />the construction of the extension shall be required to pay an <br />assessment fee of $500.00 per acre or per lot to Cabarrus County. <br />This fee is in addition to normal tap fees and shall be paid in full <br />prior to connection to the sewer lines and will be reviewed from <br />time to time as appropriate. <br /> Section II: The assessment fee required in Section I shall not <br />be imposed on any business that is owned by low- and moderate-income <br />persons, any business whose employees total at least 51% low-and <br />moderate-income persons, or any residence that is owned and occupied <br />by low-and moderate-income persons. <br /> Section III: In the event a person who owns acreage with a <br />home wants to connect to the line the assessment fee will be $500.00 <br />for the home only. In the event the property is developed further <br />the $500.00 per acre or per lot fee will be in effect. <br /> Section IV: Cabarrus County reserves the right to reduce the <br />assessment fee charged to future users based upon the user's <br />economic impact on the County's overall economy and with the <br />concurrence of the Commerce Finance Center. <br /> Section V: Ail revenue generated by this assessment policy <br />prior to completion of the project shall be used to reduce the <br />amount of the CDBG-ED grant. Fifty percent (50%) of all revenue <br />generated by the assessment policy thereafter shall, for a period of <br />five (5) years, be returned to the Economic Development Fund at the <br />Commerce Finance Center for the funding of future Economic <br />Development Projects. The fifty percent (50%) retained by the County <br />shall be used to finance future capital improvements to the County's <br />sewer system with priority placed upon improvements to benefit <br />low-and moderate-income persons. <br /> Adopted this 17th day of May, 1993. <br /> <br />/s/ Frankie F. Bonds <br /> <br />Clerk <br />( S EAt) <br /> <br /> /s/ Carolyn Carpenter <br />Carolyn Carpenter, Chairman <br />Cabarrus County <br />Board of Commissioners <br /> <br />Appointment - Tourism Authority (1) <br /> <br /> The Board received the resignation of Mr. Walter Kiefer from the Cabarrus <br />County Tourism Authority and the recommendation from the Concord-Cabarrus County <br />Chamber of Commerce to appoint Ms. Dottie Richards to the Authority to complete <br />Mr. Kiefer's term. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board accepted the recommendation of the Concord- <br />Cabarrus County Chamber of Commerce and appointed Ms. Dottie Richards to the <br />Tourism Authority to complete the unexpired term of Mr. Walter Kiefer ending on <br />December 31, 1994. <br /> <br />Request by Columbus County to Support Funding for Subsidized Day Care at the Same <br />Level as Fiscal Year 1992-93 <br /> <br /> The Board received the letter from Mr. Roy L. Lowe, Columbus County <br />Administrator, requesting that Cabarrus County join with Columbus County in <br />requesting the North Carolina General Assembly to continue subsidized day care <br />funding at the same level as the past fiscal year for each county. The initial <br />allocation had been reduced in 82 of the 100 counties with a reduction in the <br />amount of $72,341.00 for Cabarrus County. <br /> <br /> <br />
