Dubois, <br />Accounting Manager - Chairman Carpenter <br /> <br /> Chairman Carpenter announced that the Government Finance Officers <br />Association of the United States and Canada had awarded the Certificate of <br />Achievement for Excellence in Financial Reporting, the highest form of <br />recognition in the area of governmental accounting and financial reporting, to <br />Cabarrus County for its comprehensive annual financial report. She presented an <br />Award of Financial Reporting Achievement to Pamela S. Dubois, Accounting Manager, <br />who was primarily responsible for the preparation of the financial report. <br /> <br />UNFINISHED BUSINESS <br /> <br />Zoning Atlas ;umendment <br />Distributors, Inc. <br /> <br />Petition 93-01 <br /> <br />James L. Propst & Propst Brothers <br /> <br />Petition 93-01. James L. Propst & Propst Brothers Distributors, <br />Inc. Map/PIN's 5600-23-8964, 31-7644, 42-3926, and 5509-56-8483, <br />542.63 acres, located off U.S. 29 and Weddington Rd. on both sides <br />of Concord Farms Road. Wish to rezone from ARR and A-I to R-15 <br />Special Use (SU), and I-1 Special Use (SU). <br /> <br /> Mr. Gerald A. Newton, Director of Planning, Zoning and Building <br />Inspections, reported that the applicant had considered two amendments to meet <br />the concerns discussed at the Board meeting on April 19. He stated that the <br />applicant had agreed to a condition to include traffic controls at intersections <br />to prevent trucks from turning north toward Weddington Road and to construct a <br />six-foot berm between the area proposed to be rezoned residential and the <br />industrial park as presented. <br /> <br /> Commissioner Casper, who was absent for the public hearing on April 19, <br />reported that she had reviewed the printed material as well as the audio and <br />video tapes of the April 19th public hearing. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved Petition 93-01 by James L. Propst & <br />Propst Brothers Distributors, Inc. to rezone 542.63 acres located off U.S. 29 and <br />Weddington Road, Map/PIN's 5600-23-8964, 31-7644, 42-3926 and 5509-56-8483 from <br />ARR and A-I to R-15 Special Use (SU), and I-1 Special Use (SU) and including the <br />Special Use Restrictions as listed below. The official Certificate of Land Use <br />Restriction for the property is filed in the Office of the Register of Deeds and <br />is hereby included by reference as a part of the minutes. <br /> <br /> <br />
