284 <br /> <br />Home Based Services (Sponsored by Department of Social Services): <br /> $24,865.00 CBA and $19,966.84 County Match <br />Psychological Services to Juveniles in Court (Sponsored by Piedmont <br /> Area Mental Health/Mental Retardation & Substance Abuse <br /> Authority): $24,039.00 CBA and $7,212.00 County Match <br />Total Programs Request: $221,141.84 - $132,530.00 (CBA) and <br /> $88,611.84 (Total County Request) <br /> <br />Application'for CBA Task Force Certification - An application for <br /> an Administrative Services Grant of $250.00 to cover operating <br /> and incidental expenses. <br /> <br />Requested Update of Travel Policy Relative to Allowance for Mileage and Meal~ <br /> <br /> Mr. Blair Bennett, Finance Director, presented the proposed revision to the <br />County's Travel Policy to allow the County to implement the rates approved by the <br />Internal Revenue Service (IRS) for per mile basis and meals allowance <br />reimbursement on an annual basis. This action would increase the current County <br />mileage rate of 25 cents per mile to 28 cents per mile for 1993, but the current <br />meal allowance reimbursement would remain at $26.00 per day for full days of <br />authorized travel. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the following revisions to Appendix D, <br />Travel Policy, of the Cabarrus County Personnel Ordinance effective June 1, 1993. <br /> <br />Update Appendix D - Travel Policy as follows: <br />Section 3 B recommended changes: <br />B. Mileage Allowance - The amount authorized to be paid on a per- <br />mile basis for travel by privately owned vehicle is the same as <br />allowed by the IRS for tax purposes. <br /> <br />Section 3 C recommended changes: <br />C. Meals Allowance Reimbursement for the cost of meals in <br />connection with County business shall be at the per diem amount <br />allowed by the IRS for North Carolina. <br /> <br />Tax Collection Fees <br /> <br /> Mr. Bennett presented the proposal to decrease the current five percent <br />(5%) fee for the collection of property taxes for the City of Kannapolis to a fee <br />of three and one-half percent (3 1/2%) for property other than vehicles. He <br />stated City officials are considering the establishment of a City tax department <br />and the 3 1/2% collection fee would fairly represent the cost to establish and <br />operate a tax collection department for a city the size of Kannapolis. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following tax collection fee schedule <br />based on the tax levy dollar volume for any of the cities located within Cabarrus <br />County. <br /> <br />Levy less than $3,000,000 <br />Levy $3,000,000 to $5,000,000 <br />Levy greater than $5,000,000 <br />Vehicles tax collections for all cities <br /> <br />5% collection fee <br />3 1/2% collection fee <br />negotiable <br />1 1/2% collection fee as <br />prescribed by N. C. law <br /> <br />Bid Award - Remittance Processor for Tax Department - Terry Rowland <br /> <br /> Mr. Terry Rowland, Tax Administrator, reported that the following bids were <br />received on May 14, 1993, for a remittance processor for the Tax Collector's <br />Office.
