297 The Board of Commissioners for the County of Cabarrus met in recessed session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Tuesday, June 1, 1993, at 5:30 P.M. Present - Chairman: Carolyn B. Carpenter Vice-Chairman: Kenneth F. Payne Commissioners: Jeffrey L. Barnhart Sue B. Casper Arne L. Fennel Also present were Mr. John V. Witherspoon, County Manager; Mr. Don Moorhead, Personnel Director; Mr. John Day, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. Requests by Non-Profit Organizations Mr. Dan McDonald, President of Historic Cabarrus, Inc., spoke in support of the request for County funding in the amount of $10,000.00 to be used for the operation of the Historic Courthouse. He noted that operating expenses total from $11,000.00 to $12,000.00 each year with pending major expenses involving heating system repair and roof replacement. Ms. Kareen Scott, Executive Director of Cabarrus Meals on Wheels, Inc., spoke in support of that agency's request for County funding in the amount of $30,650.00 or approximately 14 percent of the organization's budget. She stated that the agency served 31,493 meals to 265 people in 1992. Meals are prepared by Cabarrus Memorial Hospital at a cost of $3.57 plus tax per meal. Mr. Brian Weyeneth, Executive Director of the Concord Downtown Redevelopment Corporation, spoke in support of that agency's request for $15,000.00 in County funding. He explained that the Corporation works to promote economic development in the downtown Concord area. Ms. Shirley McDonald, Executive Director of Hospice, requested the continuation of annual County funding in the amount of $5,592.00. She explained that Hospice, which provides terminal care to patients in their homes, served 114' clients in 1992. Ms. Mary Margaret Flynn, representing the Cabarrus Victims Assistance Network (CVAN) Battered Women's Program, thanked the Board for the County's support in the past and asked for continuation of the $15,000.00 annual appropriation to CVAN. The Program operates two shelters in Concord and assists battered women and their children. Ms. Mary Phelps of the David M. Murdock Senior Center requested continuation of County funding in the amount of $7,700.00 for the Center. She explained the programs provided at the Center, including such activities as dances, club meetings and exercise programs for seniors. Ms. Grace Mynatt, Chairman of the Board of Directors of the Cabarrus Communities in Schools Program, spoke in support of $25,000.00 in County funding for the Program. She reviewed such activities as the tutoring program at Coltrane Webb School by Barber Scotia students and the Logan Community summer program. Ms. Mynatt pointed out that the goal of the program is to provide the help needed by those students who have been identified as "at-risk". Commissioner Barnhart stated that there is a three-year start-up process for the Communities in Schools Program with original plans for the County to pro'vide seed money for this three-year period. There was no one else present to address the Board regarding funding for non-profit organizations. Chairman Carpenter closed that portion of the meeting and recessed the meeting for a short period of time. Chairman Carpenter reconvened the meeting in the Commissioners' Conference Room for continuation of the review of the proposed 1993-1994 County budget.
