Wilkinson as an <br />extraterritorial jurisdiction member of the Concord Planning and Zoning <br />Commission. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Mr. Mark Speas as an extraterritorial <br />jurisdiction member of the Concord Planning and Zoning Commission to fill the <br />vacancy created by the resignation of Mr. Kenneth W. Wilkinson. Mr. Speas will <br />complete an unexpired term of appointment ending June 30, 1995. <br /> <br />Appointment - County Assessor/Tax Collector <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel with <br />Commissioners Payne, Fennel and Barnhart voting for and Chairman Carpenter and <br />Commissioner Casper voting against, the Board extended the term of appointment <br />for Mr. Terry Rowland as County Assessor/Tax Collector (Tax Administrator) until <br />December 31, 1993. <br /> <br /> Commissioners Barnhart and Fennel spoke in support of the reappointment of <br />Mr. Rowland for a period of two years. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting of the Board of Commissioners until <br />the conclusion of the meeting of the Water and Sewer District for Cabarrus <br />County. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />Appointment to the Department of Aging Advisory Board <br /> <br /> Commissioner Casper reported that Mr. Earl Clayton had resigned from the <br />Department of Aging Advisory Board due to health problems. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board appointed Mr. Marshall Gene Morris to the <br />Department of Aging Advisory Board to fill the vacancy created by the resignation <br />of Mr. Earl Clayton. Mr. Morris will complete an unexpired term ending December <br />31, 1993. <br /> <br /> <br />
