Bonds <br />Clerk to the Board <br /> <br />Zoning Text Amendment - Public Hearing 7:00 P M, <br /> <br /> Chairman Carpenter stated that this was the day and hour scheduled for a <br />public hearing for a proposed Zoning text amendment. Mr. Jonathan Marshall, <br />Planning Staff member, presented Petition 93-01(t) to amend the Zoning text. <br /> <br />Petition 93-01(t). Section 3.2-4, Schedule of Use Regulations. <br />Purpose of Change: To amend the RMF-7A Zoning District. <br /> <br />The Planning and Zoning Commission voted 9-0 to approve this text <br />change. <br /> <br /> Chairman Carpenter opened the public hearing and asked if anyone were <br />present who wished to speak for or against the proposed Zoning text amendment. <br />There was no one present to address the Board, and Chairman Carpenter closed the <br />public hearing. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved Petition 93-01(t) to amend the Zoning <br />Ordinance as follows: <br /> <br />Section 3.2-4, Schedule of Use Regulations <br />Purpose of Change: To amend the RMF-7A Zoning District so that it <br />is identical to the RMF-7 district with the exception that "Mobile <br />Home Parks" would not be permitted. This was the original intent <br />when the RMF-7A district was created in 1984 but only the <br />residential line items were addressed. The change would add the <br />following as permitted (P) or conditional (C) uses: <br /> <br />Nursery School & Day Center (C) <br />Public Cultural Facility (C) <br />Public Service Facility (C) <br />Public Use Facility (C) <br />Elementary & Secondary Schools (C) <br />Churches (P) <br /> <br />Proposed Fiscal Year 1993-94 Cabarrus County Budget - Public Hearing -7;00 P.M, <br /> <br /> Chairman Carpenter stated that this was the date and time scheduled for a <br />public hearing on the proposed 1993-1994 Cabarrus County Budget and asked if <br />anyone wished to speak either for or against the proposed budget. <br /> <br /> Dr. William F. Pilkington, Health Director, reviewed the record of <br />achievements of the County Health Department since its establishment in 1912. He <br />stressed the need for support of public health and addressed the following three <br />concerns in relation to the proposed budget: (1) Viability of the County Health <br />Department; (2) Importance of staff and the need to value and show appreciation <br />to employees; and (3) DepartmentVs responsibility to care for children. <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, stated that the proposed <br />budget cuts would prevent that department from effectively fulfilling its <br />responsibility to protect the citizens of Cabarrus County. He expressed concerns <br />regarding the following budget items: (1) Reduction of employee benefits and no <br />cost-of-living increase; (2) Reduction of the General Assistance Program funding <br />of $27,000.00 by $10,000.00; (3) Lack of increase in foster care rates for the <br />past four years; (4) Need for 14 additional caseworkers to meet caseload demands; <br />and (5) Elimination of funding for an additional child protection service worker <br />to help protect children from abuse and neglect. <br /> <br /> Dr. D. A. Lockhart stated his agreement with Dr. Pilkingto~Vs comments <br />regarding Health Department funding. Also, as a member of the Child Protection <br />Team, Dr. Lockhart urged the Board to fund an additional child protection service <br />worker at the Department of Social Services. <br /> <br /> <br />
