347 <br /> <br />RESOLUTION <br /> <br /> RESOLUTION APPROVING REVISED AGREEMENT BETWEEN THE NORTH <br /> CAROLINA DEPARTMENT OF TRANSPORTATION AND THE COUNTY OF <br />CABARRUS FOR DISBURSEMENT AND ACCOUNTING OF PLANNING FUNDS <br />APPROPRIATED UNDER SECTION 104(F) OF TITLE 23 UNITED STATES CODE <br /> <br /> THAT WHEREAS, Section 104(f) of Title 23 United States Code <br />provides planning funds to be apportioned to the State of North <br />Carolina to be made available to metropolitan planning organizations <br />designated by the State for carrying out a continuing, cooperative, <br />and comprehensive urban transportation planning process; and <br /> WHEREAS, the County of Cabarrus has been designated as the <br />Lead Planning Agency for the Kanlacon Metropolitan Area to <br />cooperatively perform the planning work with the Department of <br />Transportation and to be recipient of the planning funds provided by <br />Section 104(f) of Title 23 United States Code; and <br /> WHEREAS, the County of Cabarrus and the Department of <br />Transportation have previously entered into an agreement for <br />disbursement and accounting of the planning funds, said agreement <br />being dated July 27, 1983; and <br /> WHEREAS, it has been determined by the Board of Commissioners <br />for the County of Cabarrus and the Department of Transportation that <br />a revised agreement is desirable as a result of changes in Federal <br />Regulations. <br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF <br />THE COUNTY OF CABARRUS: <br /> That the revised Agreement of Disbursement and Accounting of <br />Urban Transportation Planning Funds appropriated under Section <br />104(f), Title 23 United States Code, between the North Carolina <br />Department of Transportation and the County of Cabarrus is hereby <br />approved. <br /> That the County Manager be authorized, designated, and <br />empowered in the name of, on behalf of, the County of Cabarrus to: <br />(1) execute said Agreement; (2) accept any funds extended; (3) <br />make any required assurances; (4) furnish any information and <br />documents that may be required in connection therewith; and (5) <br />execute any necessary documents as may be required. <br /> Adopted by Cabarrus County Board of Commissioners this 6th <br /> day of July , 1993. <br /> <br />/s/ Frankie F. Carpenter <br /> Chairman <br /> <br />Road Petition <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Chairman Carpenter voting for, the Board <br />approved the addition of Quail Hollow Drive, Extension, to the state road system. <br /> <br />NEW BUSINESS <br /> <br />Authorization to Submit Joint Grant Proposal with the Kannapolis City Schools to <br />the Cannon Foundation for the Fred L. Wilson Elementary School Library Project <br /> <br /> Dr. Ed Tyson, Kannapolis City Schools Superintendent, reviewed the joint <br />grant proposal by the Kannapolis City Schools and Cabarrus County to The Cannon <br />Foundation for a grant in the amount of $50,000.00. This grant will be used for <br />a "Summer Technology and Reading Success" Program in which the library and <br />computer lab at Fred L. Wilson Elementary School will be open for use by students <br />and other members of the community when school is not in session. The major <br />portion of the funding will be used to purchase additional library books to <br />support the program. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne with <br />Chairman Carpenter and Commissioners Payne and Casper voting for, the Board <br />agreed to enter into a joint grant proposal with the Kannapolis City Schools for <br />a $50,000.00 grant from the Cannon Foundation to fund the "Summer Technology and <br />Reading Success" Program at Fred L. Wilson Elementary School. <br /> <br /> <br />
