348 <br /> <br />Contract Amendment No. 3 Contract Between Cabarrus County and Camp Dresser & <br />McKee - Closure Plans for the Old Fill Area and the Vertical Expansion Areas of <br /> <br />the Gabarrus County Landfill <br /> <br /> Mr. Bob Farris, Environmental Health Supervisor, reviewed the proposed <br />contract amendment with Camp Dresser & McKee to provide closure plans for the old <br />fill area and the vertical expansion areas of the County Landfill. Stating that <br />Subtitle D regulations become effective October 9, 1993, Mr. Farris explained <br />that it is important for the County to obtain formal Closure for these areas from <br />the North Carolina Solid Waste Section prior to this date. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne and Gasper and Chairman Carpenter voting for, the Board <br />approved "Amendment No. 3 to the Agreement between Owner and Engineer for <br />Professional Services Related to the Cabarrus County Solid Waste Program", an <br />agreement dated February 4, 1991 between Cabarrus County and Camp Dresser & <br />McKee. Amendment No. 3 to the Agreement will provide for the completion of <br />closure plans for the Old Fill Area and Vertical Expansion areas of the Landfill <br />at a cost of $41,500.00. <br /> <br />N. C. Department of Transportation Request for Right-of-Way on Cabarrus Avenue <br /> <br /> Mr. Steve Little, Parks and Recreation Director, presented the following <br />offer by the Department of Transportation for right-of-way and drainage <br />easements. The Department plans to install a five-lane road with a turning lane <br />in the middle of Cabarrus Avenue in the vicinity of the County Office Complex and <br />the Health Department. <br /> <br />Right-of-way permanent and temporary construction <br /> easement at Health Department <br />Permanent drainage easement and temporary <br /> construction easement at Cabarrus County <br /> Office Complex <br /> SUBTOTAL <br />Gabarrus County retains two lights at the <br /> Health Department <br /> TOTAL OFFER <br /> <br />$ 9,500.00 <br /> 2,200.00 <br /> <br />$11,700.00 <br /> 200.00 <br /> <br />$11,500.00 <br /> <br />Financial Summary <br />Offer by N.C.D.O.T. <br />Relocation of Metal Posts at Health Department <br /> <br />$11,500.00 <br /> 2,i95.00 <br />$ 9,305.00 <br /> <br /> Commissioner Payne stated the need for an access to Highway 601 By-Pass <br />from the area behind the Department of Social Services. This access has been <br />sought for a number of years to alleviate traffic congestion and to aid employees <br />in exiting the County Office Complex. <br /> <br /> Motion was made by Chairman Carpenter and seconded by Commissioner Casper <br />for Commissioner Payne and Mr. Little to meet with Department of Transportation <br />officials regarding access to the Highway 601 By-Pass in the area behind the <br />Department of Social Services. Commissioner Payne proposed an amendment, which <br />was accepted by both Chairman Carpenter and Commissioner Casper, to include in <br />the motion the approval of the offer from the Department of Transportation, <br />effective July 23, 1993, for a right-of-way permanent and temporary construction <br />easement at the Health Department and a permanent drainage easement amd temporary <br />construction easement at the County Office Complex. The Department of <br />Transportation will pay $11,500.00 to Cabarrus County for this right-of-way and <br />drainage easement. Motion was approved with Commissioners Gasper and Payne and <br />Chairman Carpenter voting for approval. <br /> <br /> Commissioner Payne asked Mr. Little to schedule a meeting with Mr. Carroll <br />Edwards, Transportation Board member, during the next week to discuss the access <br />to Highway 601 By-Pass. Contact will also be made with officials of the Cabarrus <br />Fair Association which owns the property behind the Department of Social <br />Services. <br /> <br /> <br />
