349 <br /> <br />Road Name Change Public Hearing <br /> <br /> Chairman Carpenter stated that this was the date and time for a public <br />hearing to consider the naming of an unnamed road as Oak Hollow Lane. She asked <br />if anyone were present who wished to speak either for or against the road name <br />change. There was no one present to address the Board, and Chairman Carpenter <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper and Payne and Chairman Carpenter voting for, the Board <br />approved the road name change (Petition 92-93/08) of an unnamed road to Oak <br />Hollow Lane. <br /> <br />Appointments - Rowan-Cabarrus Community College Board of Trustees (2) <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne with <br />Chairman Carpenter and Commissioners Payne and Casper voting for, the Board <br />accepted the recommendation from Mr. Ray E. Paradowski, Chairman of the Board of <br />Trustees for the Rowan-Cabarrus Community College, and reappointed Mr. Ben Mynatt <br />to the Board of Trustees and appointed Mr. Jim Christopher to the Board of <br />Trustees to replace Mr. Troy Day. Both appointments were for terms of four years <br />ending July 1, 1997. <br /> <br />Appointment - Jury Commission (1) <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper and Payne and Chairman Carpenter voting for, the Board <br />deferred the appointment to the Jury Commission until the next meeting. <br /> <br />Appointments Transportation Advisory Board (2) <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper and <br />unanimously carried, the Board reappointed Mr. Ron Smith (representing the <br />Cabarrus Workshop) and Ms. Susan Duncan (representing the LIFE Center) to the <br />Transportation Advisory Board for terms of three years ending June 30, 1996. <br /> <br />Appointment o Nursing Home Community Advisory Committee <br /> <br /> Chairman Carpenter reported that Ms. Barbara Hammonds who was appointed to <br />the Nursing Home Community Advisory Committee in April had declined the <br />appointment. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper and Payne voting for, the Board <br />appointed Ms. Mariam Little to the Nursing Home Community Advisory Committee to <br />complete an unexpired term ending December 31, 1995. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting at 9:40 A.M. until the conclusion <br />of the meeting of the Water and Sewer District. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />CRT Proposal to Manage Animal Licensing in Cabarrus County <br /> <br /> Mr. C. Richard Russell, Management Information Systems Director, reviewed <br />the proposal from CRT Systems, Inc. to implement the Animal Control Ordinance, <br />specifically the licensing of animals in Cabarrus County. The bid by CRT was in <br />the amount of $3.44 per animal for the first year based upon an estimate of <br />69,000 animals. This cost included the computer/software, establishment of <br />database, mailing of invoices, processing of payment, updating information, and <br />the mailing of licenses. Mr. Russell explained that it would be difficult and <br />more expensive for the County to do the work in-house as it would require a <br />massive data base and CRT has the capability to electronically obtain data from <br />the various databases used by the veterinarians in the county. This database <br />conversion capability eliminates the need for the manual entry of the <br />information. <br /> <br /> <br />
