350 <br /> <br /> Commissioner Barnhart arrived at 10:00 A.M. and was present for the <br />remainder of the meeting. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart with <br />Commissioners Payne, Barnhart and Casper and Chairman Carpenter voting for, the <br />Board deferred action on the proposal by CRT Systems, Inc. for implementation of <br />the Animal Control Ordinance/Licensing Program until the next meeting on July 22, <br />1993. <br /> <br />Request by the Cabarrus County Board of Education and Kannapolis City Board of <br />Education to Call for a School Bond Referendum <br /> <br /> Dr. Dan Freeman, Cabarrus County Schools Superintendent, and Dr. Ed Tyson, <br />Kannapolis City Schools Superintendent, presented the request approved by each <br />of the school boards asking the Board of Commissioners to call for a bond <br />referendum to meet the facilities needs in Cabarrus County Schools and the <br />Kannapolis City Schools. Stating that no specific plans have been made if the bond issue <br />should fail, Dr. Freeman indicated that these plans could include split shifts, <br />year-round schools, additional portable classrooms, and a smaller referendum at <br />a later date. <br /> <br /> Ms. Betty Alston, Chairman of the Cabarrus County Board of Education, spoke <br />in support of the bond referendum and asked for the community's support. <br /> <br /> <br />
