For such an important <br />matter, we must take all the time needed in order to do our job <br />competently and avoid hasty decision making. Therefore, I recommend <br />that the referendum be held in May 1994. <br /> <br />This date has several advantages: <br /> 1. It allows the Board adequate time to decide among <br /> 'various funding scenarios. <br /> 2. It allows more time for school officials to explain <br /> school building needs to the voters. <br /> 3. It enables the Board to make clear to the public that <br /> the question before them is not whether we will build <br /> new school buildings but how we will fund this statutory <br /> responsibility. <br /> 4. It places the bond referendum on a general election day <br /> which normally results in greater voter participation. <br /> <br />With this in mind, I move that we defer the question of calling for <br />a referendum on school bonds until the first meeting in October. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to defer the question of calling for a <br />referendum on school bonds until the first meeting in October and to look at a <br />May referendum at that time. <br /> <br />Appointment - Jury Commission (1) <br /> <br /> Commissioner Casper nominated Ms. Estelle Ferraro, a resident of <br />Harrisburg, for appointment to the Jury Commission. There were no other <br />nominations, and Commissioner Payne moved that nominations be closed. <br /> <br /> The Board unanimously voted to appoint Ms. Estelle Ferraro to the Jury <br />Commission for a two-year term beginning July 1, 1993 and ending June 30, 1995. <br /> <br />Proposal by CRT Systems to Implement Animal Control Ordinance/Licensing Program <br />in Cabarrus County. <br /> <br /> Ms. Marilyn Barnhardt of the Farmhill Subdivision asked that the County <br />implement the animal control laws as soon as possible. She expressed concern <br />about the spread of rabies in the county and questioned the sale of animals at <br />flea markets. Additional information will be provided to Ms. Barnhardt regarding <br />the local Animal Control Ordinance and State laws regulating rabies vaccinations. <br /> <br /> Mr. Witherspoon reported that two vendors in addition to CRT Systems had <br />expressed an interest since the last meeting in implementing the animal licensing <br />program. To insure adequate information and to allow for an accurate comparison, <br />he recommended that the County initiate the formal bidding process for the <br />implementation of the licensing program. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board directed staff to prepare a Request for Proposals <br />(RFP) for the County to initiate the formal bidding process for the <br />implementation of the animal licensing program. <br /> <br />Addition to the Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Payne voting for and Commissioner Casper and <br />Chairman Carpenter voting against, the Board moved to add to the agenda the <br />appointment of Mr. Terry Rowland as Tax Administrator. <br /> <br />Appointment of Tax Administrator <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Payne voting for and Chairman Carpenter and <br />Commissioner Gasper voting against, the Board reappointed Mr. Terry Rowland as <br />County Assessor/Tax Collector (Tax Administrator) for a term of two years <br />retroactive to July 1, 1993 and ending on June 30, 1995. <br /> <br /> <br />
