376 <br /> <br /> Mr. Hartsell advised that the public hearing required on September 7 for <br />the refunding of bonds should be held in the Commissionerst Meeting Room at the <br />Governmental Center. Therefore, Commissioner Payne proposed that the Board meet <br />at 5:45 P.M. on September 7 at the Governmental Center and at 6:30 P.M. at the <br />Masonic Lodge in Midland. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Gasper and Vice-Chairman Payne voting for, the <br />Board moved that the regular meeting scheduled for 9:00 A.M. on Monday, September <br />6, 1993, be changed to 5:45 P.M. on Tuesday, September 7, at the Governmental <br />Center. This meeting had previously been rescheduled to 9:00 A.M. on September <br />7. In addition, the Board agreed to meet in recessed session at 6:30 P.M. on <br />September 7 at the Masonic Lodge in Midland for continuation of its regular <br />meeting and for a meeting with the Midland Community Association at 7:30 P.M. <br /> <br />Chairman Carpenter arrived and presided over the remainder of the meeting. <br /> <br />Zoning Atlas Amendment Public Hearing 7:00 P.M <br /> <br />Petition 93-04. Alton Thigpen, petitioner/owner, part of Map/PIN <br />5603-47-1885, located off Mooresville Road between Charlie Walker <br />and Miller Roads, approximately 9.15 acres. Wish to rezone from R- <br />30 to R-8 Special Use. <br /> <br />The Planning and Zoning Commission voted 9-0 to approve this zoning <br />atlas amendment. <br /> <br /> Dr. Nancy Randall, Chairman of the Cabarrus County Planning and Zoning <br />Commission, presented Petition 93-04 by Alton Thigpen. She stated the Commission <br />had approved this rezoning petition based on the following information: (1) <br />Development conforms with the Northwestern Cabarrus Small Area Plan; (2) Water <br />and sewer are available to support this kind of proposed density and development; <br />and (3) Type of clustering will preserve a natural buffer around the development <br />in some environmentally sensitive areas. <br /> <br /> Mr. Jonathan Marshall presented a video showing the area proposed for <br />rezoning, reviewed the Concept Development Plan as submitted by the developers, <br />and outlined the staff analysis recommending approval of the petition. The R-8 <br />Special Use that is requested would permit the density to be increased to 1.64 <br />units per acre which conforms with the Northwestern Cabarrus Small Area Plan. <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspection, <br />discussed the department's procedures for reviewing proposed new subdivisions and <br />housing. He pointed out that the information is shared with both school and <br />transportation officials. According to Mr. Newton, ten (10) children are <br />projected for the proposed 31-lot development. <br /> <br /> Mr. Hartsell and Mrs. Bonds affirmed Mr. Dick Brolin and Mr. David Thtgpen <br />who indicated they wished to speak during the public hearing on Petition 93-04. <br /> <br />Chairman Carpenter opened the public hearing for Petition 93-04. <br /> <br /> Mr. Dick Brolin of Barringer Associates of Mooresville, land planners for <br />the development project, spoke in support of the rezoning. He stated that the <br />subdivision and the cluster home concept will preserve the stream and bottomland <br />and allow housing to be built on top of the ridge located on the property. <br /> <br /> Mr. David Thigpen of Country Home Development Company reviewed the proposed <br />project. He stated that the homes would be custom built in a patio home concept <br />and would range in size from 1400 square feet to 1900 square feet. <br /> <br /> There was no one else present to address the Board, and Chairman Carpenter <br />closed the public hearing for Petition 93-04. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board approved Petition 93-04 by Alton Thigpen to rezone <br />approximately 9.15 acres located off Mooresville Road between Charlie Walker and <br />Miller Roads, part of Map/PIN 5603-47-1885, from R-30 to R-8 Special Use as <br /> <br /> <br />
