Bonds <br />Clerk to the Board <br /> <br />Endorsement of Application of the Cabarrus Interagency Coordinating Council to <br />Become One of the Test Programs of the Governor's Smart Start Initiative <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board approved the following endorsement. <br /> <br /> The Board of County Commissioners of Cabarrus County endorses <br />the application of the Cabarrus Interagency Coordinating Council to <br />become one of the test programs of the Governor's Smart Start <br />initiative. <br /> We believe that the coordination of children's services <br />through a process of community planning is vital to our future. <br />Governmental resources are scarce, the problems facing our youth and <br />families are immense and our current programs are uncoordinated, <br />wasteful and overwhelmed. A full partnership of private and public <br />interests is imperative, if our services are going to meet our <br />needs. <br /> We hope that Cabarrus County can become one of the test <br />counties and will help pave the way for a rational and effective <br />system of services to children. <br /> <br />Addition to the Agenda -.Acquisition of Property <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board added to the agenda the acquisition of property <br />for uplands planting at the Coddle Creek Reservoir site as requested by Mr. <br />Hartsell. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the purchase of 15.69 acres from Ralph <br />and Eleanor Bradford for the Coddle Creek Reservoir project at a cost of <br />$4,700.00 per acre. <br /> <br />Update on Coddle Creek Reservoir Project - Mr. Henry Waldroup <br /> <br /> Mr. Henry Waldroup, Utilities Director, reported that the dam is scheduled <br />for completion in January, 1994 with the pumping of water from the reservoir <br />anticipated by December, 1994. The clearing work and creation of wetlands <br />continue, and the relocation of the pipeline is scheduled for late fall or early <br />spring. <br /> <br /> <br />
