397 <br /> <br />Update on Muddy Creek Waste Treatment Plant <br /> <br /> Mr. Waldroup reported that the capacity of the proposed Muddy Creek Waste <br />Treatment Plant had been reduced from 150,000 gallons per day to 75,000 gallons <br />per day with the capability for future expansion. The cost of the plant and <br />interceptors is estimated at $1.7 million with an additional cost of $3 to $4 <br />million for collection lines to serve the Midland area. The archaeological and <br />geotechnical testing is currently being done as a part of the permit process. <br />If funding is available, it is anticipated that construction can begin in early <br />May of 1994 with a nine-month completion schedule. In conclusion, Mr. Waldroup <br />pointed out that the commercial and industrial users would be served initially <br />with the area residents to be served as soon as possible. <br /> <br />Update on Water Extensions <br /> <br /> Mr. Waldroup reported that the County is continuing its efforts to extend <br />water lines in the Midland area. He proposed the following two projects totaling <br />approximately $170,000.00 for the BoardVs approval: (1) a water line on Jim <br />Sossamon Road at estimated cost of $129,000.00~ and (2) a water line on Hopewell <br />Church Road at an estimated cost of $40,000.00. The remaining $30,000.00 of the <br />$200,000.00 annual allocation for water line extensions will be used during the <br />year for emergency situations. <br /> <br />Funding of the Muddy Creek Waste Treatment Plant <br /> <br /> Commissioner Fennel made the following motion which was seconded by <br />Commissioner Barnhart. <br /> <br />MOTION CONCERNING MUDDY CREEK WASTE <br /> TREATMENT PLANT & MIDLAND SEWER <br /> <br /> WHEREAS, the Midland community has been waiting for some time <br />to receive sewer processing facilities in their community; and <br /> WHEREAS, we, the Cabarrus County Board of Commissioners, at <br />our priority setting session on January 15, 1993 placed Midland <br />sewer as our #1 funding priority; and <br /> WHEREAS, we, in our January 19, 1993 meeting, spoke of funding <br />the Muddy Creek Waste Treatment Plant through certificates of <br />participation; and <br /> WHEREAS, in our March 15, 1993 meeting, we received from Mr. <br />Henry Waldroup, Utilities Director, an update concerning the Muddy <br />Creek Waste Treatment Plant. We were told that the current schedule <br /> calls for construction to begin on November 1, 1993; and <br /> WHEREAS, in our April 19, 1993 meeting, we passed a motion <br />selecting the Midland area as an applicant for a Community <br />Development Block Grant that would gain customers for the Muddy <br />Creek Waste Treatment Plant: and <br /> WHEREAS, in our June 23, 1993 budget meeting, several attempts <br />to transfer funds to the Muddy Creek Waste Treatment Plant from <br />other projects were met with obstacles; and <br /> WHEREAS, it is now apparent that the movie studio will not be <br />locating at the proposed site off of Highway 200; and <br /> WHEREAS, there are several economic development opportunities <br />now available in the Midland area that will require sewer treatment <br />facilities. <br /> NOW, THEREFORE, I move that we transfer the $460,000 for the <br />movie studio off of Highway 200 to the Muddy Creek Waste Treatment <br />Plant near Midland; and we dedicate 1¢ of the Cabarrus County tax <br />rate in the 1994/1995 budget to be used exclusively for the <br />development of the Muddy Creek Waste Treatment Plant; and <br /> We further direct Mr Henry Waldroup, Utilities Director, to <br />immediately put in process the mechanism to obtain a permit to build <br />the Muddy Creek Waste Treatment Plant and to negotiate with the <br />engineering firm a fixed fee arrangement to design a 75,000 gallon <br />per day plant that will be expandable as the volume of sewage <br />increases. <br /> <br /> The Board delayed a vote on the motion until after comments by members of <br />the audience. <br /> <br /> <br />
