398 <br /> <br />Comments from the Audience <br /> <br /> Mr. James Martin welcomed the Board to Midland and to the meeting with the <br />Midland Community Association. He strongly supported water and sewer services <br />for the Midland community, stating that the area will pay its way with new <br />businesses if these services are provided. <br /> <br /> John and Charlotte Elliotte told of their search for property to relocate <br />a rest and retirement home from Mecklenburg County to the Midland area. The <br />availability of water and sewer is a requirement for the proposed 85-bed facility <br />with an estimated construction cost of $2 million. <br /> <br /> Mr. Bill McGee and Mr. Sam McGee, owners of McGee Brothers, spoke in <br />support of water and sewer. They currently operate a five-employee concrete <br />plant in Midland but would like to move their entire operation of 400 employees <br />from Union County to their property in the Wallace Industrial Park. However, <br />sewer is required before this relocation can take place. <br /> <br /> Mr. Rob Wallace, owner of Wallace Industrial Park, addressed the need for <br />sewer in the Midland area. He stated several projects are under consideration <br />for that part of the county at this time. <br /> <br /> Mr. Randy Carriker of 11760 Flowes Store Road stated that water and sewer <br />services are needed in order for the Midland area to develop. He discussed such <br />advantages for locating in the Midland area as the Highway 24-27 Corridor and the <br />proximity to Charlotte. <br /> <br /> Ms. Mildred Asbury supported water line extensions and sewer for the <br />Midland area. She asked Commissioner Casper and Chairman Carpenter to visit an <br />area resident who has neither electricity nor water in her mobile' home. <br />Arrangements will be made for the visit. <br /> <br /> Ms. Phyllis Crump of 13370 Pinebluff Road in Midland questioned the status <br />of a request submitted by the Midland Community Association to the Parks and <br />Recreation Director for the development of a park in the Midland area. <br />Commissioner Fennel indicated that he would follow up on this request. <br /> <br /> Mr. Ernest Witherspoon of 11275 Troutman Road complained that a water line <br />had been installed on Bethel Church Road Extension prior to the completion of a <br />water line on Troutman Road. Mr. Waldroup explained the County is currently <br />preparing a Community Development Block Grant project application which would <br />provide funding for housing rehabilitation, road improvements, and water and <br />sewer service for the Troutman Road community. <br /> <br /> Ms. Mary Ann Black of 9768 Flowes Store Road questioned the possibility of <br />purchasing pipe to extend water service to her property. Mr. Waldroup advised <br />that property owners could pay for the extension of water lines. <br /> <br /> Mr. Arthur Coleman of 11037 Catawba Avenue complained of bad water and poor <br />roads in the Midland area. Information will be provided to him regarding the <br />appropriate Department of Transportation officials to contact regarding road <br />improvements. <br /> <br /> Ms. Joyce Beatty of 4420 Highway 24-27 cited water and sewer as the main <br />priority for the area. In addition, she questioned the installation of sidewalks <br />along Highway 24-27 in conjunction with the widening of Highway 24-27. Mr. <br />Hartsell explained that sidewalks are usually constructed by the developer of an <br />area. <br /> <br /> In regards to the proposed school bond, Ms. Florence Potter questioned <br />future plans for Bethel School. She stated she had been unable to obtain any <br />information from the Board of Education and school officials. This information <br />will be requested from the Cabarrus County Schools. <br /> <br /> Dr. Nancy Randall, Chairman of the Cabarrus County Planning and Zoning <br />Commission, stated the most pressing issue for the area is water and sewer. <br />However, she also requested expansion of cable service in the Midland area as <br />well as access to the local community access cable channel. <br /> <br /> <br />
