399 <br /> <br /> Mr. Harland Rosser of 1125 Alvin Hough Road requested water service, <br />stating that all area residents have problems with water. He also requested the <br />expansion of cable service. <br /> <br />Consideration of Motion by Commissioner Fennel <br /> <br /> The Board considered the motion made earlier in the meeting by Commissioner <br />Fennel and seconded by Commissioner Barnhart regarding the funding of the Muddy <br />Creek Waste Treatment Plant. <br /> <br /> Mr. Witherspoon pointed out that the final two items listed in Commissioner <br />Fennel's motion have been funded. The permitting process is underway and <br />negotiations have been completed with the engineering firm for the design of the <br />plant. <br /> <br /> Commissioner Payne moved to amend the motion by Commissioner Fennel to <br />include the following in the place of the dedication of one cent (1¢) of the tax <br />rate in the 1994-95 budget for the development of the Muddy Creek Waste Treatment <br />Plant: To direct the County Manager to bring to the Board no later than the <br />second meeting in October information on a lease purchase agreement and <br />recommendations on how the Muddy Creek Waste Treatment plant and sewer lines may <br />be funded. Commissioner Payne's motion died for lack of a second. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne with <br /> Commissioners Casper and Payne and Chairman Carpenter voting for and <br /> Commissioners Barnhart and Fennel voting against, the Board moved to amend <br /> Commissioner Fennel's motion and to separate the two issues of (1) transferring <br /> the $460,000.00 for the movie studio off of Highway 200 to the Muddy Creek Waste <br /> <br />· Treatment Plant near Midland; and (2) dedicating one cent (1¢) of the Cabarrus <br /> County tax rate in the 1994/1995 budget to be used exclusively for the <br /> development of the Muddy Creek Waste Treatment Plant. <br /> <br /> The Board voted unanimously on that portion of Commissioner Fennel's motion <br />to transfer the $460,000.00 for the movie studio off Highway 200 to the Muddy <br />Creek Waste Treatment Plant near Midland. <br /> <br /> In regards to the second issue regarding the dedication of one cent (1¢) <br />of the tax rate in the 1994-95 budget, Commissioner Payne moved to amend <br />Commissioner Fennel's motion to direct the County Manager to bring to the Board <br />no later than the second meeting in October proper numbers concerning the lease <br />financing of the Muddy Creek Waste Treatment Plant and the cost to the County to <br />lease purchase the plant and sewer lines. Motion to amend was seconded by <br />Commissioner Casper and approved with Commissioners Payne and Casper and Chairman <br />Carpenter voting for and Commissioners Barnhart and Fennel voting against. <br /> <br /> The motion as amended was approved to direct the County Manager to bring <br />to the Board no later than the second meeting in October proper numbers <br />concerning the lease financing of the Muddy Creek Waste Treatment Plant and the <br />cost to the County to lease purchase the plant and sewer lines. The vote was as <br />follows: <br /> <br />Voting for: Commissioners Payne, Casper, and Fennel and Chairman Carpenter <br />Voting against: Commissioner Barnhart <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the recommendation by Mr. Henry Waldroup <br />to extend water lines on Jim Sossamon Road and Hopewell Church Road at an <br />estimated cost of $170,000.00 with funding from the water and sewer budget. <br /> <br />Recess - Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting of the Board until the conclusion <br />of the meeting of the Water and Sewer District. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br /> <br />
