He also presented a petition which he stated contained over 1,000 <br />signatures in opposition to the proposed option. Dr. Early reviewed the history <br />of the development of the Senior Center and listed the following specific <br />requests: 1) the Senior Center remain strictly a Senior Center; 2) the Department <br />of Aging be given sufficient staff to carry out their mission; 3) that the <br />Department of Aging and Advisory Board have some input into Older American <br />Programs; and 4) that the County Commissioners show their concern and give their <br />support to the needs of our older citizens; and 5) the Commissioners strike the <br />option by Mr. Witherspoon regarding the relocation of the Parks and Recreation <br />Department into the Senior Center. <br /> <br /> Ms. Eleanor Koski, Director of Aging, discussed the activities at the <br />Senior Center and the recent request by Mr. Don Moorhead, Personnel Director, for <br />copies of the sign-in sheets and attendance records at the Center. <br /> <br /> Mr. Kenneth Ollo spoke in support of the proposed option to move the Parks <br />and Recreation Department into the Senior Center. He stated in his opinion the <br />move would enhance the services to the seniors, save taxpayer's money, and meet <br />County space problems. He questioned Commissioner Casper's involvement in the <br />opposition to the proposed option as well as the benefits derived from her trip <br />to a National Aging Conference in California earlier in the year. <br /> <br /> There was lengthy discussion by the Board regarding the proposed option to <br />move the Parks and Recreation Department into the Senior Center and the events <br />of recent weeks in opposition to the proposed option. <br /> <br /> Motion was made by Commissioner Casper and seconded by Chairman Carpenter <br />to adopt the following resolution which was adopted by the Department of Aging <br />Advisory Board on September 2, 1993. <br /> <br />RESOLUTION <br /> <br />By resolution the Department of Aging Advisory Board hereby requests <br />the Cabarrus County Commissioners to reaffirm their support for the <br />Senior Center as a focal point for senior services and housing of <br />the Department of Aging. <br /> <br />The Department of Aging Advisory Board requests that a full-time <br />program assistant be hired for the Senior Center. This could easily <br />be accomplished by combining the two part-time positions which are <br />currently vacant and are funded in this years budget. <br /> <br />The Department of Aging Advisory Board further requests that the <br />Cabarrus County Commissioners strike Option 3 as outlined in the <br />Memorandum to the Cabarrus County Commissioners from John V. <br />Witherspoon, County Manager, dated August 27, 1993, regarding <br />alternatives for meeting DSS and recreation facility needs. <br /> <br /> <br />
