403 <br /> <br />The Department of Aging Advisory Board respectfully submits the <br />following considerations: <br /> <br />a <br /> <br />Option 3 violates conditions of grant monies received for the <br />Senior Center. <br />There is an excellent chance that monies will have to be <br />refunded to the State. <br />The Senior Center building was spearheaded by seniors for the <br />use of seniors. <br />Option 3 violates the intent and integrity of the original <br />purpose for building the Senior Center. <br />Option 3 violates the moral covenant forged with senior <br />citizens and other contributors. <br />A sizeable portion of Senior Center land was donated by a <br />private individual and was expressly stated "for the <br />enhancement of the lives of the senior citizens of Cabarrus <br />County from this day forward and forevermore." <br /> <br />The Department of Aging Advisory Board respectfully requests that <br />the Advisory Board and the Department of Aging Liaison be made aware <br />of any future plans relating to the Senior Center and Senior <br />Services and that they be allowed to have an input. <br /> <br />Adopted the second day of September, 1993. <br /> <br />/s/ Betty H. Chairman Carpenter and <br />Commissioners Casper and Payne voted to call the question. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart, and Payne voting for and Chairman Carpenter and <br />Commissioner Casper voting against, the Board moved to table the motion by <br />Commissioner Casper to adopt the Resolution by the Department of Aging Advisory <br />Board until further study by the Board. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Payne voting for and Chairman Carpenter and <br />Commissioner Casper voting against, the Board appointed a committee composed of <br />the persons listed below and instructed this committee to look at the proposed <br />options as well as any new ones to meet space requirements for the Department of <br />Social Services and Recreation Department.
