· 434 <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Carpenter opened the Informal Public Comments section of the <br />meeting. <br /> <br /> Ms. Patty Rader of 2433 Forestbrook Drive in Kannapolis spoke in opposition <br />to the metric conversion of traffic control signs. She asked the Board and all <br />citizens to write letters in opposition to the proposed rule during the public <br />comments period which ends on November 1, 1993. <br /> <br /> Mr. Dennis Testerman, employee of the Soil and Water Conservation District, <br />spoke in support of the recent action by the Board of Health to ban smoking in <br />County facilities. He asked the Board of Commissioners to endorse this action. <br /> <br /> Ms. Denise Leach, a nurse, spoke in support of the ban on smoking in county <br />facilities. She discussed the effects of smoking on children and asked the Board <br />to uphold the decision by the Board of Health. <br /> <br /> Ms. Peidi Smith, employee of the Department of Social Services, spoke in <br />favor of the smoking ban approved by the Board of Health. <br /> <br /> Mr. Kevin Ward, Social Services employee, supported the smoking ban and <br />discussed the dangers of secondhand smoke. <br /> <br /> There was no one else present who wished to address the Board, and Chairman <br />Carpenter closed the Informal Public Comments portion of the meeting. <br /> <br />Joint Meeting with the Planning and Zoning Commission <br /> <br /> The Board agreed to meet with the Planning and Zoning Commission to discUss <br />the revised Zoning Ordinance on Monday, November 1, at 7:00 P.M. <br /> <br />Smoking Ban <br /> <br /> Commissioner Barnhart spoke briefly regarding the recent action by the <br />Health Board to ban smoking in the local government facilities. He further <br />discussed the responsibilities of the Health Board in regards to public health <br />concerns. <br /> <br />Executive Session <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to go into executive session for <br />consultation with the County Attorney and to discuss possible property <br />acquisition. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne and <br />unanimously carried, the executive session was terminated. <br /> <br />No action was reported from the executive session. <br /> <br />Adjournment <br /> <br /> UPON MOTION of Commissioner Fennel., seconded by Commissioner Barnhart and <br />unanimously carried, the meeting was adjourned at 10:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
