433 <br /> <br />NEW BUSINESS <br /> <br />Report Relative to the Funding and Construction of the Muddy Creek Waste <br />Treatment Plant and Interceptor Lines <br /> <br /> Mr. Witherspoon presented a map showing the location of the proposed Muddy <br />Creek Wastewater Treatment Plant and main interceptor line to provide sewer in <br />the Midland area. He reviewed the recommended plans for the project which is <br />estimated at a total cost of $1,692,000.00. These plans included the <br />construction of a 75,000 GPD facility that is expandable up to 1.8 MGD and a main <br />interceptor line sized at 18 and 21 inches to provide the capacity to meet future <br />needs of the drainage area. Also, Mr. Wttherspoon advised the Board that it <br />would cost an additional $340,000.00 to construct an interceptor line that would <br />serve the "Midland area proper". <br /> <br /> Mr. Henry Waldroup, Utilities Director, reviewed the following schedule of <br />completion for the plant: Complete Property Survey 11/1/93; Property <br />Negotiations - 1/15/94; Complete Archeological Survey - 1/15/94; Secure permit <br />and Complete Construction Plans - 2/15/94; Advertise for Bids - 3/15/94; Approve <br />and Award Contract - 4/15/94; Start Construction - 5/1/94; Complete Construction <br />2/15/95; and Start Operation - 2/15/95. <br /> <br /> Mr. John Murdock, Executive Director of the Water and Sewer Authority, <br />stated he would recommend to the Authority's Board of Directors that the <br />Authority work with the County in the development of this project. <br /> <br /> Commissioner Barnhart reported that officials from the towns of Stanfield <br />and Locust had indicated a renewed interest in working with Cabarrus County in <br />developing the wastewater treatment facility in the Midland area. Contact will <br />be made with Stanfield and Locust officials to discuss sewer needs of those <br />communities and to advise them of the planned schedule for construction of the <br />Muddy Creek facility. <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspection, <br />briefly reviewed the Economic Development and Community Development Block Grant <br />program funding guidelines. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board agreed to the following items: (1) To proceed with <br />the design of the Muddy Creek Wastewater Treatment Plant and the larger capacity <br />interceptor sewer line with a financing package to be brought back to the Board <br />at a later date; (2) As an adjunct to the project, to do the engineering/ design <br />work for an interceptor line to the "Midland area proper"; (3) To instruct Mr. <br />Mr. Newton and Mr. Waldroup to pursue any possible funding sources for the Muddy <br />Creek project; and (4) That the schedule of completion as presented will not be <br />compromised by waiting on possible State funding. <br /> <br /> The Board asked Mr. Waldroup to provide status reports regarding those <br />activities as listed on the schedule of completion. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting until the conclusion of the Water <br />and Sewer District meeting. <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners. <br /> <br />Metric Conversion of Traffic Control Signs <br /> <br /> Commissioner Fennel discussed the proposed Federal mandate requiring all <br />states to implement the metric conversion of traffic control signs. He stated <br />it would cost the State of North Carolina approximately $10 to $12 million to do <br />this work. The Board by consensus authorized the Chairman to send a letter to <br />the Federal Highway Administration and local legislative delegation in opposition <br />to the proposed metric conversion of traffic control signs (FHWA Docket #93-26). <br /> <br /> <br />
