432 <br /> <br /> Chairman Carpenter opened the public hearing for Petition 93-08 and asked <br />if anyone would like to speak either for or against the proposed rezoning. <br /> <br /> Ms. Ruth Fesperman, owner, supported the rezoning, stating it was necessary <br />to develop residences on the property and to retain the property in family <br />ownership. <br /> <br /> Mr. Marshall reported that the Planning and Zoning staff would be <br />recommending that the surrounding property be considered for rezoning to R-15 <br />during consideration of the revised Zoning Ordinance. <br /> <br /> There was no one present to speak in opposition to the rezoning, and <br />Chairman Carpenter closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved Petition 93-08 by James and Ruth <br />Fesperman to rezone 15.5 acres of property off Rainbow Drive, Map/PIN 5603-69- <br />8604, from I-1 to R-15. <br /> <br />Petition 93-09. LBI Holdings, owner and Michael Smith, <br />petitioner, off Armentrout Drive, 8 acres, Map/PIN 5539-06- <br />2411. Rezone from I-1 to I-2. <br /> <br />The Planning and Zoning Commission voted 7-0 to approve this <br />rezontng. <br /> <br /> Chairman Carpenter opened the public hearing for Petition 93-09 and asked <br />if anyone would like to speak either for or against the proposed rezoning. <br /> <br /> Mr. Tom Grady, attorney representing the petitioner, spoke in support of <br />the rezoning to allow Mr. Michael Smith to relocate his company from Mecklenburg <br />County to the site. <br /> <br /> Mr. Michael Smith, petitioner, briefly discussed the operation of his <br />company which manufactures soap products used in the textile industry. He <br />pointed out the company is a controlled industry and must strictly adhere to <br />Environmental Protection Agency (EPA) regulations. <br /> <br /> There was no one else present to speak either for or against Petition 93- <br />09, and Chairman Carpenter closed the.public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved Petition 93-09 by LBI Holdings, owner, <br />and Michael Smith, petitioner, to rezone eight acres off Armentrout Drive, <br />Map/PIN 5539-06-2411, from I-1 to I-2. <br /> <br />,UNFINISHED BUSINESS <br /> <br />Proposed Compromise Meeting Time of 4:00 P.M. for the First Regular Meeting of <br />%he Mpnth - Commissioner Fennel <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Payne voting for and Chairman Carpenter and <br />Commissioner Casper voting against, the Board by resolution set the first regular <br />meeting of each month at 4:30 P.M. (rather than 9:00 A.M.) on the first Monday <br />of each month. <br /> <br /> The motion by Chairman Carpenter to amend the meeting time to 3:30 P.M. on <br />the first Monday of each month died for lack of a second. <br /> <br /> The second regular meeting of the month remained at 6:30 P.M. on the third <br />Monday of each month. <br /> <br /> <br />
