431 <br /> <br />Proposed Hiring Freeze <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper, Fennel and Payne and Chairman Carpenter voting for, the <br />Board deferred discussion of the proposed hiring freeze until the work session <br />on November 6, 1993. <br /> <br />Arrival of Commissioner Barnhart <br /> <br /> Commissioner Barnhart arrived at 7:00 P.M. and was present for the <br />remainder of the meeting. <br /> <br />Proposal by the Board of Library Trustees for Partial Board Funding of a New <br />Part-Time Position for the Kannapolis Library <br /> <br /> Ms. Martha Macon, member of the Board of Library Trustees, discussed the <br />need for additional staff at the Charles A. Cannon Memorial Library, Kannapolis <br />Branch, in order to maintain the current hours of operation. Stating that the <br />circulation at the library had increased from 72,714 in 1986 to 151,512 in 1992, <br />she pointed out that the number of staff members had remained constant at seven <br />full-time and two part-time employees. Ms. Macon requested that the County <br />authorize a part-time page position 'for the remainder of the fiscal year at a <br />total estimated cost of $2,755.00. She further asked that the County approve <br />funding of approximately $1,373.00 for this position with the Friends of the <br />Kannapolis Library to provide a one-time cash gift to fund the remaining cost for <br />Fiscal Year 1993-94. <br /> <br /> Mr. Tom Dillard, Director of Cannon Memorial Library, briefly reviewed the <br />reciprocal borrowing agreement between Cabarrus County and Rowan County. He <br />estimated that one-third of the library use at the Kannapolis Branch Library is <br />by residents of Rowan County. <br /> <br /> The Board discussed the possibility of financial assistance by the City of <br />Kannapolis and/or Rowan County, the use of volunteers, and a possible work/study <br />program in coordination with the Kannapolis City Schools. It was also noted that <br />the Board plans to discuss a proposed hiring freeze on November 6. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne with <br />Chairman Carpenter and Commissioners Payne and Casper voting for and <br />Commissioners Barnhart and Fennel voting against, the Board tabled the request <br />for the part-time page position at the Kannapolis Branch Library until the second <br />meeting in November. <br /> <br />Zoning Atlas Amendments Public Hearing - 7:00 P.M. <br /> <br /> Chairman Carpenter announced that this was the date and time for a public <br />hearing to consider proposed amendments to the Cabarrus County Zoning Atlas. <br /> <br /> Dr. Nancy Randall presented each of the amendments as recommended by the <br />Planning and Zoning Commission. Mr. Jonathan Marshall reviewed the location of <br />the areas proposed for rezontng and presented the staff analysis for each of the <br />amendments. <br /> <br />Petition 93-07. James Kilgore, Sr., owner. Located off <br />Webb Road in Concord Business Park, Map/PIN 5529-67- <br />4272, 1.8 acres, wish to rezone from I-1 to I-2. <br /> <br />The Planning & Zoning Commission voted 7-1 to recommend <br />denial of this petition. The petition was tabled at the <br />Commissionersv September 20th meeting. It has been <br />withdrawn. <br /> <br />The Board acknowledged the withdrawal of Petition 93-07. <br /> <br />Petition 93-08. James & Ruth Fesperman, off Rainbow <br />Drive, 15.5 acres, Map/PIN 5603-69-8604. Wish to rezone <br />from I-1 to R-15. <br />The Planning and Zoning Commission voted 7-0 to approve <br />this rezoning. <br /> <br /> <br />
