435 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 1, 1993, at 4:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br />Absent - Vice-Chairman: Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 4:30 P.M. <br /> <br />Mr. Wendell Smith of Post 51 American Legion led the Pledge of Allegiance. <br /> <br />The invocation was given by Dr. John Boyd of Calvary Lutheran Church. <br /> <br />Additions to the Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter with <br />Commissioners Fennel, Casper and Barnhart and Chairman Carpenter voting for, the <br />Board voted to add the following items to the agenda: (1) Proclamation - <br />National Diabetes Month in Cabarrus County; (2) Water conservation measures; and <br />(3) Executive session to discuss a personnel matter. <br /> <br />Reports by the Board <br /> <br /> Commissioner Fennel reported that $27,910,000.00 in refunding bonds had <br />been sold on October 12, 1993 to Wachovia Bank of N.C., the lowest bidder, at an <br />interest cost of 4.5943 percent. The issuance of these bonds will reduce the <br />County's annual debt service requirements by approximately $120,000.00 and will <br />result in $2,018,581.00 saving to County taxpayers over the life of the bonds. <br /> <br /> Commissioner Fennel announced that he and Commissioner Payne had met with <br />several members of the Health Board and Health Director to discuss the smoking <br />ban. Efforts are continuing to work out a solution that will accommodate both <br />smokers and non-smokers in city and county buildings. <br /> <br /> Chairman Carpenter reported that a petition entitled "We Support <br />Accommodation for Smokers in Government Owned Buildings" and containing 2,427 <br />signatures had been submitted. These petitions called for fair accommodations <br />for both smokers and non-smokers in city and county buildings. <br /> <br />UNFINISHED BUSINESS <br /> <br />Adoption of Amendment to "An Ordinance Regulating the Use of Frank Liske park" - <br />Second Reading <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Casper and Fennel and Chairman Carpenter voting for, the <br />Board approved on second reading the following amendment to "An Ordinance <br />Regulating the Use of Frank Liske Park." <br /> <br />Amend Section 7. Camping, Fires, Picnic Areas to read as follows: <br /> <br />SECTION 7: Camping, Fires, Picnic Areas <br />It shall be unlawful to: <br />3. Bring deep fat frying or grease pots into the Park. <br /> <br />Home Health Agency - Lease Proposals for Home Health Agency Office <br /> <br /> Mr. John Day, Budget Officer, reviewed the following proposals which were <br />received in response to a Request for Proposals advertised on October 8 for <br />office space for the Home Health Agency. <br /> <br /> <br />
