446 <br /> <br /> Mr. Lyles Boger, a Social Services employee and a non-smoker, spoke in <br />support of the rights of smokers to have a place to go to smoke within the <br />agency. <br /> <br /> Ms. Deedee Wright, Social Services employee, read a letter signed by a <br />number of Social Services employees requesting "reasonable" accommodations for <br />smokers in eity and county buildings. <br /> <br /> Mr. Wes Harris, resident of Brighton Court and a non-smoker, addressed a <br />person's right to smoke and supported the removal of the smoking ban. <br /> <br /> Mr. Jerry Gappons, resident of the Middleton Subdivision in Harrisburg, <br />opposed the ban on smoking. He stated 20 percent of the building space should be <br />set aside for smoking to accommodate the rights of those persons who smoke. <br /> <br />Mr. Joe McLain spoke in support of a person's right to smoke. <br /> <br /> Mr. Michael Rudawskyof Cottontail Lane urged the adoption of an ordinance <br />that would accommodate the rights of all citizens. He expressed concern for the <br />safety of his wife and other Cannon Memorial Library employees who must now go <br />outside the facility to smoke. <br /> <br /> Mr. MarvinWhite of the Steeplechase Subdivision requested reconsideration <br />of the Health Board's ban on smoking and asked that the smoker's rights be taken <br />into consideration. <br /> <br /> There was no one else who wished to address the Board, and Chairman <br />Carpenter closed the Informal Public Comments portion of the meeting. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Carpenter recessed the meeting of the Board of Commissioners until <br />the conclusion of the meeting of the Water and Sewer District. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Water Conservation Measures <br /> <br /> No action was taken regarding water conservation matters as the Board in <br />1986 had authorized the County Manager to impose any water conservation <br />regulations adopted by the City of Concord, the supplier of the County's water. <br />However, it was noted that the water conservation measures were approved during <br />the meeting of the Water and Sewer District. <br /> <br />NEW BUSINESS <br /> <br />Licensing of Dogs and Cats <br /> A. Mrs. Betsy Carpenter, Animal Protection Association <br /> B. Update on Implementation of Licensing - Dr. Fred Pilkington and Mr. <br /> Rick Russell <br /> <br /> Mrs. Betsy Carpenter of the Animal Protection Association addressed the <br />importance of the licensing of dogs and cats in Cabarrus County. She asked that <br />the County immediately proceed with licensing to help to control such problems <br />as rabies, cruelty to animals, and over population of animals. <br /> <br /> Dr. Fred Pilkington, Health Director, reviewed a proposal to implement the <br />animal licensing system in-house through a collaborative effort utilizing the <br />Health Department, Management Information Systems (MIS), and Tax Collection <br />Office. The mail-based system would be voluntary and expected to generate a <br />profit of $38,589.00 annually. The first animal bills under the new system would <br />be mailed in March, 1994. To implement the new system, the following two <br />amendments to the Animal Control Ordinance would be required: (1) establish the <br />license year from July 1 until June 30 and (2) eliminate the 50 percent license <br />fee for animal owners qualifying for partial year's license.
