The Western Area Plan is <br />on file in the Office of the County Manager and hereby included by reference as <br />a part of the minutes. <br /> <br />Proclamation - "National Diabetes Month" in Cabarrus County <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper, Barnhart and Fennel voting for, the <br />Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> diabetes is a problem of grave concern and consequence <br /> in American society with serious complications and <br /> effects which can be lessened through tight blood <br /> glucose monitoring and education as recently proven <br /> through the Diabetes Control and Complications Trials <br /> (DCCT); <br /> more than 13 million people in America, including many <br /> people not yet diagnosed, are affected by diabetes; <br /> 500,000 new cases are diagnosed yearly; <br /> diabetes is a leading cause of death and a major cause <br /> of disability in Cabarrus County; <br /> more than 50,000 lower extremity amputations were <br /> performed on people with diabetes annually, a rate 15 <br /> times higher that of the non-diabetic population; <br /> death from kidney disease is 500 times more common among <br /> young adults with insulin-dependent diabetes than in the <br /> general population; <br /> diabetes is the leading cause of new blindness in <br /> adults; <br /> half of all people with diabetes have a history of <br /> hypertension compared to 20 percent of the general <br /> population; <br /> people with diabetes are twice as likely as members of <br /> the general population to have heart disease and are <br /> more likely to die from it; <br /> detectable loss of nerve function occurs in <br /> approximately 40 percent of persons with diabetes, and <br /> after 25 years of the disease, more than 90 percent are <br /> affected; <br /> pregnant women with diabetes require intensive prenatal <br /> care and their babies are five times more like%y to <br /> require intensive care during and immediately following <br /> birth than other babies; <br /> people with diabetes are more than twice as likely to <br /> require hospitalization during the year; <br /> diabetes awareness and education can lessen or prevent <br /> the complications associated with diabetes; <br /> through diabetes awareness and education, the person <br /> with diabetes can gain better health, peace of mind, and <br /> an active lifestyle; and <br /> diabetes awareness and education can help persons with <br />diabetes live more independent and fulfilling lives. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners hereby proclaims the month on November as "National <br />Diabetes Month" in Cabarrus County and urges the citizens of <br />Cabarrus County to observe the month with appropriate ceremonies and <br />activities. <br /> <br />This the 1st day of November, 1993. <br /> <br />/s/ Carolyn B.
