444 <br /> <br />majority of the delegates or (2) 35% of municipal delegates plus <br />five of eight county delegates be present at any meeting-of the <br />Council in order for the Council to conduct business; and <br /> WHEREAS, the Council believes the quorum requirements should <br />be reduced to the levels hereinafter set forth and that such <br />reduction will not adversely affect the Council's ability to serve <br />the region; now, therefore, the Council does by these present <br />recommend to the member governments the following resolution, to <br />wit: <br /> RESOLVED, that the Charter of the Council be and it is <br /> hereby amended by rewriting paragraph B of Item VI of <br /> the Charter Resolution (as revised July, 1989) to read: <br /> "B. A quornmshall be present for the transaction <br /> of business of the Council at any meeting at which there <br /> is representation of either (a) a majority of all the <br /> member governmental units or (b) fifty percent (50%) of <br /> the county governmental units and thirty percent (30%) <br /> of the total number of member municipal governmental <br /> units." <br /> This recommendation was adopted by the Centralina Council of <br />Governments, upon recommendation of the Executive Committee, at its <br />meeting duly held September 15, 1993. <br /> Upon the recommendation of the Centralina Council of <br />Governments, the undersigned does hereby certify that the foregoing <br />Charter Amendment was adopted by this jurisdiction at its meeting on <br />November 1, 1993, at which a quorum was present and acted. <br /> <br />/s/ Frankie F. Bonds <br /> <br />Clerk to the Board/Council <br />Cabarrus County <br />Name of Municipality or County <br /> <br />Appointment of Nursing Home Representative to the Transportation Advisory Board <br /> <br /> Commissioner Casper nominated Ms. Sharon Taylor, Director of Nursing at the <br />Concord Nursing Center, for appointment to the Transportation Advisory Board. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper with <br />Commissioners Barnhart, Casper and Fennel and Chairman Carpenter voting for, the <br />Board moved that nominations be closed and Ms. Sharon Taylor appointed by <br />acclamation as the Nursing Home representative to the Transportation Advisory <br />Board. Ms. Taylor's term of appointment will end on June 30, 1995. <br /> <br />Poplar Tent Beautification District Advisory Commission <br />Adoption of Comprehensive Land Use Plan <br /> <br />Recommendation for <br /> <br /> The Board reviewed the letter from the Poplar Tent Beautification District <br />Advisory Commission outlining the following request: <br /> <br />The Poplar Tent Beautification District Advisory Commission has <br />thoroughly reviewed the Western Area Plan and wishes to acknowledge <br />to both the Poplar Tent Beautification District governing body, <br />being the Cabarrus County Board of Commissioners, and the City of <br />Concord Board of Aldermen that the Western Area Plan has been <br />adopted by the Advisory Commission as the comprehensive land use <br />plan for the Poplar Tent Beautification District. Pursuant to the <br />legislation, we respectfully request that both governing boards <br />reaffirm the Western Area Plan by again adopting it as the <br />comprehensive land use plan for the Poplar Tent Beautification <br />District. <br /> <br />The letter of request was signed by the following members of the Advisory <br />Commission: Chairman Carolyn Carpenter, Vice-Chairman Donald E. Stafford, <br />Secretary Larry B.
