He expressed concerns relative to the age of the project, the <br />safety of children at a City park, the disruption of well developed residential <br />areas, the forced relocation of a day care center, and the infringement upon a <br />historic church and cemetery. To develop a true by-pass on the eastern side of <br />the City, Mr. Foil stated in his opinion the most likely alignment would start <br />at the 1-85 Earnhardt interchange and proceed east of Concord to tie into Highway <br />49. <br /> <br /> Commissioner Barnhart presented the following update on the status of the <br />NC 136 Extension (NCDOT project U-530) as submitted by Mr. Mike Byrd, <br />Transportation Planner: <br /> <br />(1) <br /> <br />('2) <br /> <br />(3) <br /> <br />The Planning and Environmental Branch of NCDOT has completed <br />its work on the project. <br />The Roadway Design Section has completed its work on the <br />project, with the exception of minor changes which may occur <br />during construction. <br />The NCDOT office in Shelby is doing the right-of-way <br />acquisition on the project. A majority of the appraisals of <br />the property to be taken have been completed and NCDOT has <br />begun to make offers on acquiring property. According to Mr. <br />Steve Whisnant of the Shelby office, the only buildings that <br />would be taken are the day care center at the corner of South <br />Union and Old Airport, and an abandoned house behind the day <br />care center. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Fennel and Casper and Chairman Carpenter voting for, the <br />Board moved to send a letter to the North Carolina Department of Transportation <br />stating the Board's opposition to the alignment of the NC 136 Extension as <br />currently proposed and outlining such concerns as splitting seven residential <br />neighborhoods, endangering children at a City park, and leaving a historic church <br />and cemetery in the middle of merging traffic. <br /> <br /> Chairman Carpenter asked Mr. Witherspoon to prepare a "strong" letter to <br />the Department of Transportation expressing the Board's opposition and concerns <br />and asking that a new alignment be studied and substituted for the NC 136 <br />Extension. It was noted during discussion that the Board had made a similar <br />request in 1991. <br /> <br />Centralina Charter Amendments Regarding Quorum Requirements <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Casper and Fennel and Chairman Carpenter voting for, the <br />Board adopted the following Resolution. <br /> <br />CENTRALINA COUNCIL OF GOVERNMENTS <br />RESOLUTION ON QUORUM REQUIREMENTS <br /> <br /> WHEREAS, the Charter of the Council provides that the quorum <br />requirements for meetings of the Council are that either (1) a <br /> <br /> <br />
