449 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Saturday, November 6, 1993, at 8:30 A.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; Mr. Don Moorhead, Personnel Officer; Mr. John <br />Day, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 8:30 A.M. <br /> <br />Christmas Tree Decorating Contest <br /> <br /> At Chairman Carpenter's request, the Board added discussion of the Public <br />School Christmas Tree Decorating contest to the agenda. <br /> <br /> Chairman Carpenter proposed that the County again sponsor a tree decorating <br />contest for the public schools and award $10,000.00 in prize money to be used for <br />the purchase of computers and/or other equipment included in the school's <br />technology plan. First, second, and third prizes would be given in four <br />categories: Elementary Schools (K-2); Elementary Schools (3-5); Middle Schools; <br />and High Schools. <br /> <br /> The motion by Commissioner Barnhart and seconded by Commissioner Fennel to <br />sponsor the tree decorating contest with the award of very minimal prizes such <br />as plaques, blue ribbons, and personal recognition of the winning schools failed <br />with Commissioners Barnhart and Fennel voting for and Commissioners Payne and <br />Casper and Chairman Carpenter voting against. <br /> <br /> Motion was made by Commissioner Payne and seconded by Chairman Carpenter <br />to sponsor the public school tree decorating contest and to spend no more than <br />$10,000.00 for prizes with the money to be used to purchase computers or other <br />equipment included in the school's technology plan. No vote was taken on the <br />motion. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board tabled consideration of the Christmas tree <br />decorating contest until later in the meeting. <br /> <br />Stop the Violence Summit <br /> <br /> Chairman Carpenter announced that the County would be sponsoring a "Stop <br />the Violence Summit" at the Cabarrus County Senior Center on Saturday, December <br />4, from 9:00 A.M. until 2:00 P.M. Invited participants will include newly <br />elected municipal officials, judges, law enforcement officers, lawyers, and other <br />community leaders. To offset expenses, the Board agreed that a registration fee <br />would be charged for those persons attending the summit. <br /> <br />Financial Update <br /> <br /> Mr. Witherspoon presented the Quarterly Financial Report for the period <br />ended September 30, 1993. Year-to-date General Fund revenues were at 16.45 <br />percent of budget and expenditures at 23.47 percent of budget. Mr. Witherspoon <br />pointed out that the property tax collections were down due to the <br />discontinuation of the discounts for early payment in July and August. <br /> <br />Activities Report <br /> <br /> Mr. Witherspoon presented the compilation of the activity reports from each <br />of the County departments for review by the Board. For the next quarterly <br />report, the Board asked for comparative data regarding activities and financial <br />information for the same time period during the previous year. <br /> <br /> <br />
