<br />Review of County-Owned Property
<br />
<br /> The Board reviewed the listing of County-owned property and viewed the
<br />location of the property on a County map. Additional information was requested
<br />regarding the possible renovation of the property known as the "Morris property".
<br />
<br />Meeting with Boards of Education
<br />
<br /> At 10:00 A.M., the Board met in joint session with members of the Cabarrus
<br />County Board of Education and the Kannapolts Board of Education. Cabarrus County
<br />Board of Education members present for the meeting were Chairman Betty Alston and
<br />members Don Hoyle, KayeAmos, Lewis Williams, and Gary Hahn (Member-elect). Also
<br />present were Dr. Daniel Freeman, Superintendent, and Mr. Paul Lentz, Assistant
<br />Superintendent. Kannapolis Board of Education members present for the meetin§
<br />were Vice-Chairman Lee Efird and members Danita Rickard, Linda Johnson, and Bob
<br />Query. Dr. Ed Tyson, Superintendent, and Mr. Ernest Macon, Assistant
<br />Superintendent, were also present.

<br /> Mr. Witherspoon opened the joint meeting of the three boards. He stated
<br />the boards of education had been invited to give an overview of the approximate
<br />$81.1 million school bond referendum request and to discuss long range strategy
<br />plans for the bond referendum.
<br />
<br /> Dr. Freeman gave an update on the needs of the County schools and pointed
<br />out that new schools are needed to meet the demands of the rapid population
<br />growth in Gabarrus County. The initial program and budget to meet these needs
<br />were as follows:

<br /> Mr. Dick Snider, representative of F. N. Thompson/Barton Marlow hired to
<br />study the Schools Capital Facilities Program, stated that the construction and
<br />renovation financed by these bonds are necessary for the County School system
<br />"just to catch up" with the growth it has experienced in recent years. To meet
<br />those needs, he reported that his company's study had indicated an increase in
<br />the initial budget from $66,130,160 to $73,031,903 ~based upon inflation and
<br />compliance with state standards.

<br /> Dr. Tyson acknowledged that growth in the Kannapolts City Schools has been
<br />slower than in the Cabarrus County Schools. However, he stated that there are
<br />numerous needs in the Kannapolis Schools, specifically old buildings, small
<br />classrooms, and lack of auxiliary space. Dr. Tyson reported that the Kannapolts
<br />City Schools will receive $2.4 million from the recent passage of the Rowan
<br />County School Bond referendum.
