<br /> There was lengthy discussion relative to the needs of both school systems,
<br />the distribution of capital outlay funds to the two systems, and the amount of
<br />the May 1994 bond referendum. During discussion, Commissioner Fennel proposed
<br />that the County establish a special fund or endowment for future school needs to
<br />be funded by a specific amount, such as five (5) cents, on the tax rate.

<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and
<br />unanimously carried, the Board moved to place the full amount of $81,091,160.00
<br />on the school bond referendum in May 1994 as requested by the Cabarrus County and
<br />Kannapolts City Boards of Education.

<br /> The two school boards indicated they will proceed with the development of
<br />an informational package relative to the school bond referendum.
<br />
<br /> The two school boards adjourned their respective meetings at 12:50 P.M.
