During discussion, Commissioner Fennel proposed <br />that the County establish a special fund or endowment for future school needs to <br />be funded by a specific amount, such as five (5) cents, on the tax rate. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to place the full amount of $81,091,160.00 <br />on the school bond referendum in May 1994 as requested by the Cabarrus County and <br />Kannapolts City Boards of Education. <br /> <br /> The two school boards indicated they will proceed with the development of <br />an informational package relative to the school bond referendum. <br /> <br /> The two school boards adjourned their respective meetings at 12:50 P.M. <br /> <br /> Chairman Carpenter recessed the meeting of the Board of Commissioners until <br />after lunch. <br /> <br />Chairman Carpenter reconvened the meeting of the Board. <br /> <br />Board Facilitated Retreat <br /> <br /> The Board agreed to consider the scheduling of a Board facilitated retreat <br />at its meeting on November 15. <br /> <br /> <br />
