452 <br /> <br />Proposed Hiring Freeze <br /> <br /> The Board reviewed the policy currently in place by the County Manager and <br />Personnel Director relative to the filling of vacant positions. Ail positions, <br />with the exception of those positions that provide response to immediate threats <br />to citizens' lives, health or property, are automatically frozen for a period of <br />six weeks pending an assessment of the need for that position. After discussion, <br />the Board declined to make any changes to this policy at this time. <br /> <br />Five-Year Plan <br /> <br /> Mr. Day briefly reviewed the preliminary work on the Five-Year Plan for <br />Cabarrus County. This Plan will be discussed further at the next quarterly work <br />session. <br /> <br />Tree Decorating Contest <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne and Casper and Chairman Carpenter voting for and <br />Commissioners Barnhart and Fennel voting against, the Board approved prizes for <br />the public school tree decorating contest in an amount not to exceed $10,000.00 <br />with the prize money to be used to buy computer and/or technology equipment for <br />the respective schools. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 2:05 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
