467 <br /> <br />that designed by a mobile home manufacturer provided that plans for the addition <br />are submitted to the Commission for approval and provided that such plans meet <br />the requirements of the applicable Building Code of North Carolina. <br /> <br />J. Partial Invalidity: <br />If any provision or clause of these regulations affecting mobile home(s) and/or <br />mobile home parks in Cabarrus County shall be declared invalid, such declaration <br />shall not invalidate any other provision or clause of said regulation. <br /> <br />K. Conflict With Other Ordinances And Regulations: <br />When another applicable regulation, ordinance, or statute imposes more <br />restrictive regulations than these contained in this ordinance, the more <br />restrictive regulations shall govern. <br /> <br />L. Basic Steps To Follow In Mobile Home Ordinance: <br /> <br />(1) Mobile Home Park approval treated similar to subdivision <br />process. <br />(2) Submit preliminary plat to Planning, Zoning, and Building <br />Inspection Department to be approved by the Planning and Zoning <br />Commission. <br />(3) The final plat shall contain all elements of the approved <br />preliminary plat and may be submitted for final approval after all <br />improvements have been completed. <br /> <br />If all improvements are not completed prior to the submittal of the <br />final plat, a letter of credit, surety bond, or cash from a North <br />Carolina recognized lending institution shall be posted in the <br />amount of one hundred twenty five (125) percent of all improvements <br />needed to bring the park in conformance with these regulations. The <br />developer shall have one year to complete all necessary <br />improvements. In extenuating circumstances, an extension may be <br />granted by the Planning and Zoning Commission for a specific number <br />of months. The cost for improvements shall be reviewed by the <br />County Engineer, or a registered North Carolina Civil Engineer <br />working in conjunction with the County. Improvements must be <br />completed prior to the placement of any mobile home in a park. <br /> <br />M. Administration Of Mobile Home Park Ordinance; <br />It shall be the duties of the Planning, Zoning and Building Inspection Department <br />and the Planning and Zoning Commission of Cabarrus County to review all <br />preliminary and final plats of a Mobile Home Park. Once all improvements have <br />been made and the final plat approved, the Zoning Administrator and the Zoning <br />Staff will enforce the Mobile Home Park Ordinance. <br /> <br />Adopted this the 15th day of November, 1993. <br /> <br />/s/ Carolyn B.
