475 <br /> <br />$80,200.00 at the Clara Harris site to $94,800.00 at Frank Liske Park. Mr. <br />Goodman and Ms. Richardson reported that the Commission was recommending the <br />Clara Harris site for the following reasons: Central location for the public and <br />other County agencies, low cost with public and employee parking and sidewalks <br />on site, and county-owned property (Board of Education). <br /> <br /> There was lengthy discussion regarding the three alternatives as well as <br />such possible alternatives as the purchase of the Crescent building and the <br />leasing of space at the Old Courthouse Theater. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to delay a decision to move the Parks and <br />Recreation Department to Frank Liske Park until the Parks and Recreation <br />Commission and staff can come back on December 20 with information on such <br />alternatives as the Cresent property, Clara Harris property, Old Courthouse <br />Theater, and any other site and/or option that might be located within the next <br />two weeks. <br /> <br />Addition to Agenda - Char-Meck Ambulance Franchise <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board added the non-emergency ambulance franchise with <br />Char-Meck Ambulance Service to the agenda. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the Water <br />and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Sports Authority Discussion - Commissioner Fennel <br /> <br /> Commissioner Fennel presented the following proposal for the establishment <br />of a Marketing Organization for Cabarrus County. <br /> <br />Marketing Executive Board (6) - Will coordinate activities between <br />the Economic Development Corporation, Tourism Authority, and Sports <br />Authority. Two County Commissioners; County Manager*; Chairman, <br />Economic Development Corporation*; Chairman, Tourism Authority*; <br />Chairman, Sports Authority* <br /> <br />Economic Development Corporation Board (11) Will be primarily <br />responsible for industrial recruitment and retention of existing <br />businesses. Two County Commissioners; County Planning and Zoning <br />Director; Concord City Manager; Kannapolis City Manager; Executive <br />Director of Water & Sewer Authority, Executive Director of <br />Concord/Cabarrus COC; Executive Director-Kannapolis COC*; Member of <br />the Cabarrus County NC Senate/House delegation; Two Cabarrus County <br />citizens who do not live or work within the city limits of <br />Concord/Kannapolis <br /> <br />Tourism Authority Board (9) Will be responsible for increasing <br />tourism in the County and developing an economic impact for the <br />benefit of area motels and tourist attractions. One County <br />Commissioner; Two Selected At Large by the County Commissioners; <br />Three Submitted by Concord-Cabarrus Chamber; Three Submitted by <br />Kannapolis Chamber (No change from current organization.) <br /> <br />Sports Authority Board - Will be responsible for developing sports <br />facilities and recruiting sporting events that will have a positive <br />economic impact on Cabarrus County. One County Commissioner; County <br />Parks and. Recreation Director*; Concord Park and Recreation <br />Director*; Three Sports Organization Representatives; Three Business <br />Representatives <br /> <br />*May designate someone in their organization to serve in their place. <br /> <br /> <br />
