476 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board approved the structure of the Economic Development <br />Corporation Board and the proceeding of the hiring of a Director in that area. <br /> <br /> There was lengthy discussion relative to the need for each group, the work <br />of each group, staff positions, funding sources, and the transition process <br />involving the current Economic Development Corporation Board of Directors. <br />Chairman Barnhart, Commissioner Fennel and Mr. Witherspoon will meet to further <br />discuss the issue and bring additional information back to the Board at a later <br />date. <br /> <br />Cabarrus County Zoning Ordinance and Atlas Public Hearing - 6:00 P.M. <br /> <br />The Board of Commissioners will review for adoption the new Cabarrus <br />County Zoning Ordinance and Zoning Atlas. The new ordinance and <br />atlas are a complete revision of the original ordinance and atlas <br />adopted in 1982. <br /> <br />The Planning and Zoning Commission unanimously voted to approve both <br />the ordinance and accompanying zoning map. <br /> <br /> Dr. Nancy Randall, Chairman of the Cabarrus County Planning and Zoning <br />Commission, presented the new Zoning Ordinance and Atlas. She commended <br />Commission members Bob Smith, Kathy Stafford and Bob Amos and staff members Mike <br />Downs and Sue Russell for their work on the Zoning Ordinance Committee. <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspections <br />Department, gave an overview of the new Ordinance. Other presentations were as <br />follows: Ms. Sue Russell - Nonconformities and Performance Based Standards; Mr. <br />Bob Amos and Mr. Mike Downs Zoning Districts; and Ms. Klm Schriefer <br />Definitions. In addition, Mr. Newton discussed in detail the provision relative <br />to the proposed performance based standards for mobile homes. <br /> <br /> Chairman Barnhart stated that this was the day and hour for a public <br />hearing on the proposed Zoning Ordinance and Atlas and asked if anyone were <br />present who wished to speak either for or against the Ordinance. <br /> <br /> Mr. Theodore Leverett of Curtland Drive in the Zemosa Acres Subdivision <br />spoke in support of the public notice/public hearing process for the rezoning of <br />any property. He objected to the inclusion of such permitted uses as banks, <br />restaurants and convenience stores in medium residential areas. <br /> <br /> Mr. Ricky Alley of 417 Alderman Drive and representative of Ridgewood Homes <br />addressed the five and ten-year limitations on mobile homes. He expressed <br />concern that a person would buy a mobile home and later would not be able to sell <br />it. <br /> <br /> Mr. Jim Miles of 2132 South Main Street in Kannapolis also addressed the <br />issue of manufactured housing. He pointed out that mobile homes are generally <br />financed for 15 years and that a person is usually in an equity position to <br />upgrade after 7 to 10 years. He stated the proposed ordinance would put them in <br />a position whereby the existing mobile home would have no value. <br /> <br /> There being no one else present to address the Board, Chairman Barnhart <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the Cabarrus County Zoning Ordinance and <br />Atlas as recommended by the Planning and Zoning Commission with the exception <br />that the performance based standards that set the age limitation for mobile homes <br />at five and ten years be changed to July 1, 1976. The Board asked the Planning <br />and Zoning staff to bring the possibility of revisions concerning Class I and <br />Class II mobile home standards to the Board at its second meeting in January. <br />Effective date of the Zoning Ordinance and Atlas is December 20, 1993.
