481 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the Cabarrus County Governmental Center in Concord, North Carolina on <br />Monday, December 20, 1993, at 4:30 P.M. The purpose of the meeting was for an <br />executive session for consultation with counsel and to consider pending <br />litigation. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne F. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 4:30 P.M. Commissioner <br />Fennel was absent for the beginning of the meeting but arrived during the <br />executive session. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper with <br />Chairman Barnhart and Commissioners Casper, Carpenter and Payne voting for, the <br />Board moved to go into executive session for consultation with counsel and to <br />consider pending litigation. The Board invited Attorneys Charles Meeker and <br />David Terry and Tax Administrator Terry Rowland to join the Board in executive <br />session. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter and <br />unanimously carried, the executive session was adjourned. <br /> <br />No action was reported from the executive session. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the special meeting at 6:20 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
