482 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 20, 1993, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Brownie Troop 101. <br />Troop members participating in the ceremony included Ashley Puckett, Alisha <br />Barbee, Kelly Praefke, and Becky Kaiser. <br /> <br /> The invocation was given by Reverend Karen F. Miller of the Roberta United <br />Methodist Church. <br /> <br /> Chairman Barnhart called for a moment of silence in memory of Mr. Barry <br />Cox, a Utilities Department employee who was killed in a vehicle accident in <br />early December. <br /> <br />Recognition Ceremony <br /> <br />Recognition of Retiring Employees <br /> A, Mst Bessie Alexander Health Department - Dr William F. Pilkington <br /> B. Mrs. Peggy Starr - Planning, Zoning and Building Inspection Department <br /> Commissioner Payne <br /> <br /> Dr. William F. Pilkington, Health Director, recognized Ms. Bessie <br />Alexander, Community Health Technician, who retired from the Health Department <br />on November 29, 1993. He presented a plaque to Ms. Alexander on behalf of the <br />Board in appreciation for her service to Cabarrus County since October 21, 1974. <br /> <br /> The Board recognized Mrs. Peggy Starr, employee of the Planning, Zoning and <br />Building Inspection Department, who is retiring on December 31, 1993. <br />Commissioner Payne presented a plaque to Mrs. Starr in appreciation for her <br />service to Cabarrus County since 1969. <br /> <br />Presentation of Plaques to Members of the Zoning Update Committee of the Cabarrus <br />County Planning and Zoning Commission - Commissioner Payne <br /> <br /> Commissioner Payne presented plaques to Mr. Bob Amos and Mr. Bob Smith in <br />appreciation for their work on the Zoning Update Committee. He also recognized <br />Ms. Kathy Stafford, who could not be present for the meeting, for her work as a <br />member of Zoning Update Committee. <br /> <br />Presentation of Governor's Award of Excellency <br /> <br /> Commissioner Carpenter presented a plaque to the Board from the Centralina <br />Council of Governments in recognition of the Governor's Award for Excellency <br />which was presented on October 21, 1993 to the Department of Social Services for <br />the "Jobs for Dads" Program. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public School Building Fund <br /> <br /> UPON HOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC SCHOOL BUILDING FUND <br />AMOUNT: $181,599.76 <br /> <br /> <br />
